What the plan promotes

• ▸Crop production is the anchor at ₹189.37 Cr (35% of plan); winter/Sali paddy dominates cropping (34,638 ha), with black gram, pulses, potato, mustard, pea and vegetables as major food crops.
• ▸Dairy is the largest term-loan opportunity at ₹41.84 Cr, followed by poultry ₹28.10 Cr; NABARD wants dairy-based FPOs built around the milk value chain and indigenous dairy products.
• ▸Plantation & horticulture potential of ₹24.30 Cr — pineapple, orange, Assam Lemon, guava, banana and coconut; horticulture & vegetables strong in Lakwa, Mahmora, Sonari and Sapekhati.
• ▸Tea is a major cluster: 55 tea gardens over about 23,420 ha, concentrated in Sonari & Sapekhati.
• ▸Pig rearing is a very popular traditional-skill activity (livestock census: 53,271 pigs) with strong local pork demand; sheep/goat/piggery term-loan potential ₹15.54 Cr.
• ▸Farm mechanization is the headline thrust area for 2022-23 (₹13.66 Cr) alongside capacity building for crop diversification, given fragmented holdings and low technology use.

Gaps the plan names

• ▸Gap in potential and average productivity, with unavailability of quality seed, planting materials and other agricultural inputs.
• ▸Insufficient processing and marketing of agriculture produce, and non-commercialisation of fruits and vegetables with poor adoption of post-harvest technologies.
• ▸Wide gap between available storage infrastructure and requirement — an opening for private post-harvest investment (warehouses, multi-chamber storage, cold storage).
• ▸Resource-poor farmers with small, fragmented holdings, low per-capita income and low KCC coverage; poor land records, huge NPA accounts and few rural bank branches choke crop-loan flow.
• ▸Critical need for minor irrigation structures to raise multi-cropping, plus support systems for maintenance and repair of farm machinery.
