Hojai district's 2023-24 credit plan is worth Rs.377.58 crore, and farming dominates it. Agriculture and allied work make up Rs.261.67 crore (about 69%), while small businesses (MSME) account for Rs.75.84 crore (20%). The single biggest opportunity is everyday crop farming at Rs.190.03 crore — paddy, pulses, oilseeds and vegetables — since roughly 80% of people here depend on agriculture.

Beyond crops, the plan points to a few concrete clusters. Dairy (Rs.14.36 crore) is the largest allied loan line, and NABARD has already set up a dairy producer company; there is a separate fishery producer company too. Farm machinery loans (Rs.11.86 crore) and irrigation/water loans (Rs.11.07 crore) are highlighted to help farmers diversify beyond single-crop paddy. Horticulture worth Rs.4.40 crore covers Assam Lemon, arecanut, coconut and banana. On the industry side, MSME lending leans on the district's Agar wood distillation units, saw mills and bamboo & cane furniture makers, plus Rs.7.62 crore for agro and food processing.

The plan is candid about what holds the district back: weak power and irrigation, only one soil-testing centre, almost no proper market yards or rural godowns, PACS with no scientific warehouses, and animal/fish feed being trucked in from outside the state — so a local feed plant is flagged as an urgent need.

What the plan promotes

  • Crop production, maintenance & marketing is the anchor at Rs.190.03 Cr (51% of the plan), built on paddy, pulses, oilseeds and vegetables grown across 05 development blocks
  • MSME credit potential of Rs.75.84 Cr rides on the district's Agar Wood distillation units, saw mills and bamboo & cane furniture manufacturing
  • Dairy development is the biggest allied term-loan line at Rs.14.36 Cr; NABARD has already formed a dairy-sector FPC in the district
  • Farm mechanisation (Rs.11.86 Cr) is the flagged thrust area for 2023-24 to move farmers away from mono-cropping toward crop diversification
  • Water resources / minor irrigation term loans at Rs.11.07 Cr against irrigation potential of 51,538 ha (only 27,719 ha utilised)
  • Horticulture and plantation crops (Rs.4.40 Cr) including GI-style produce like Assam Lemon, arecanut, coconut and banana

Gaps the plan names

  • Lack of power supply and irrigation facilities; more minor-irrigation projects and better road networks are urgently needed
  • Lack of soil testing and seed testing facilities and quality extension services (only 1 soil testing centre in the district)
  • Lack of marketing facilities; Market Yards and Rural Godowns need to be built at rural market places, ideally under PPP mode
  • None of the PACS have scientific warehouses; the infrastructure of the PACS needs to be strengthened
  • Low awareness among farmers/entrepreneurs about schemes, and banks need to expedite sanctions under KCC, crop/agri term loans and govt.-sponsored schemes

Value-chain gaps

Money this district loses today

Raw output sold cheap, value added elsewhere — each gap below is an opening for a local business.

Agarwood: raw chips → distilled agar oil & attar

Unverified
Raw 90%Processed 10%

Hojai is a major agarwood and agar-oil trade hub, yet much agarwood still changes hands as raw chips with the refining margin captured downstream. Locally distilled agar oil (oudh) and bottled attar command an enormous multiple over raw chips and feed strong Gulf and perfumery demand. Upgrading the local trade with quality distillation and branded bottling would keep far more of the value in Hojai.

Jaggery: raw lumps → branded organic & flavoured jaggery

Unverified
Raw 85%Processed 15%

Hojai's jaggery (its ODOP) is sold as loose lumps at village and mandi rates, undifferentiated from bulk supply. Hygienically made, granulated, flavoured and pouch-packed jaggery — positioned as a chemical-free sugar alternative — commands a clear premium over loose gur and reaches urban health-food shelves. A clean processing-and-packing unit would let sugarcane farmers capture branded-retail margin instead of commodity prices.

Growth signal

Jaggery and natural-sweetener demand is growing as consumers move away from refined sugar.
