Lakhimpur's NABARD credit plan for 2023-24 sizes the district's total priority-sector lending potential at Rs.1,086.78 crore, up about 9% on the year before. Farming and its allied trades make up the bulk of it: agriculture is Rs.653.26 crore, while micro, small and medium enterprises (MSME) add Rs.312.92 crore (roughly 60% agriculture, 29% MSME). The rest covers housing (Rs.54.24 cr), self-help-group lending (Rs.53.58 cr), education, exports and renewable energy.
The single biggest opportunity is everyday crop lending at Rs.461.95 crore - paddy dominates, with mustard, potato and pulses alongside. Beyond grain, there is real room in livestock (piggery, goat, dairy and poultry together well over Rs.70 crore of term-loan potential), horticulture (pineapple, orange, Assam Lemon, banana, ginger and turmeric) and farm mechanisation at Rs.49.50 crore. The district's traditional handloom, weaving and eri/muga silk work - much of it done by women - plus agro and food processing anchor the MSME potential. FPOs are being built in the Lakhimpur, Bihpuria, Telahi and Ghilamora blocks.
The plan is candid about what holds the district back: annual Brahmaputra flooding, high loan defaults (NPAs) in rural branches that make banks wary of small farmers, weak rural power supply that limits food processing, and low uptake of Kisan Credit Cards. It urges cluster-based KCC coverage, faster term lending, JLG/FPO credit linkage and better electricity for agro-processing.
What the plan promotes
- Paddy is the major crop (autumn, winter and summer paddy); mustard, potato and pulses are the other big crops, with crop production credit potential of Rs.461.95 cr (42.5% of the plan)
- Horticulture cash crops: pineapple, orange, Assam Lemon and banana, plus ginger, turmeric, cotton, groundnut and chillies grown across the district
- Allied livestock is a major thrust: dairy Rs.24.90 cr, poultry Rs.12.54 cr and sheep/goat/piggery Rs.32.31 cr term-loan potential; a Micro Abattoir for Pigs was set up in 2021-22 under RIPF
- Sericulture (eri and muga rearing) and handloom weaving, done widely by women, are traditionally renowned sectors the PLP wants to streamline and scale
- Fisheries potential of Rs.9.96 cr, with district fish production of 15,991 MT (per-capita 45.64 gm/day)
- MSME is projected at Rs.312.92 cr (28.8% share) - Rs.164.12 cr term loan plus Rs.148.80 cr working capital - centred on handloom, weaving, handicraft and agro/food processing
Gaps the plan names
- Cover eligible farmers under KCC on a cluster basis with a proper farmer database; extend KCC to Animal Husbandry and focus the Fishery sector
- Timely credit disbursement under Agriculture Term lending needs to be emphasised by banks for long-term economic impact
- More emphasis on Farm Mechanisation by both Govt and banks, and implementation of Assam's CMSGUY scheme
- Form JLGs and FPOs and credit-link them so farmers can take up livelihood activities in a more organized, scientific way
- Improve the power situation in rural areas to enable agro and food processing activities
