Majuli's 2023-24 credit plan sizes up about Rs.368 crore of lending potential for the world's largest river island. Farming is overwhelmingly the story: agriculture alone is Rs.312 crore (roughly 85%) of the plan, while non-farm business (MSME at Rs.22.56 crore) is a distant second.
The biggest single opportunity is crop production at Rs.254 crore (69%) - paddy in three seasons, plus mustard, sugarcane, pulses, garlic and vegetables across 38,860 ha of sown land. On top of that sit farm-machinery loans (Rs.10.9 crore) and a strong animal-husbandry cluster - dairy (Rs.10.3 crore), pigs and goats (Rs.5.9 crore), poultry and fishery. Majuli is a declared organic district, so the plan pushes vermicompost and organic-input production. Handloom and bamboo craft anchor the MSME side, and the plan wants handloom producer groups (OFPOs), mustard/piggery/fishery FPOs, home-stay tourism, and six PACS turned into multi-service centres.
The plan is blunt about what holds Majuli back: too few bank branches (just 13 for 243 villages), banks that shy away from farm lending, no local training institutes (no KVK, ITI or RSETI), weak cold storage, and the fact that official data still lumps Majuli in with Jorhat - making it hard to plan credit accurately.
What the plan promotes
- Crop production dominates the plan at Rs.254.48cr (69%) - winter paddy (Sali), summer paddy (Boro), autumn paddy (Ahu), sugarcane, mustard, black gram, garlic, potato, onion, groundnut and jute across a net sown area of 38,860 ha
- Farm mechanization is the single largest term-loan line at Rs.10.91cr, followed by dairy development at Rs.10.34cr
- Animal husbandry is a major thrust - piggery, goatery, dairy and poultry together, with sheep/goat/piggery term loans of Rs.5.88cr and poultry Rs.3.74cr
- MSME potential of Rs.22.56cr (Rs.20cr term + Rs.2.56cr working capital) built around handloom and bamboo craft, both named thrust areas for 2023-24
- Majuli is a declared organic district - the PLP pushes large-scale vermicompost and organic pesticide production alongside organic farming practices
- Handloom Off-Farm Producer Organizations (OFPOs) and formation of mustard, sugarcane, piggery and fishery Farmer Producer Organizations (FPOs) are flagged for promotion
Gaps the plan names
- Inadequate banking network - only 7 banks with 13 branches for 243 villages; district administration to facilitate opening of more branches, especially in remote riverine areas
- Reluctance of banks to finance agriculture and allied sectors - grass-root bodies like PRIs and Gaon Burhas should be involved to improve ground-level credit flow
- Lack of training infrastructure and technical institutes - no KVK, R-SETI, ITI or SIRD; establishing these is needed for skilling and overall development
- Poor co-ordination among district administration, banks and line departments slows development and credit absorption
- No separate published data for Majuli (still combined with Jorhat), which hampers proper credit planning - a district-specific database is needed
