West Champaran's NABARD credit plan for 2023-24 sizes total priority-sector lending at about Rs 6,409 crore. Roughly half (Rs 3,212 crore) is farming and allied activity and about 37% (Rs 2,337 crore) is small business (MSME) lending, with the rest going to housing, education, social infrastructure and other loans.
Agriculture is anchored by sugarcane - the district has 5 sugar mills and makes about 56% of Bihar's sugar - alongside paddy and wheat. Crop loans alone are worth Rs 1,826 crore. Livestock and allied lines are strong: dairy (Rs 164 crore) backed by 280 milk cooperatives, plus farm machinery (Rs 170 crore), water works (Rs 123 crore), poultry (Rs 92 crore) and fisheries (Rs 79 crore). Storage godowns and market yards (Rs 167 crore) and food & agro processing (Rs 134 crore) are the biggest agri-infrastructure openings.
On the industry side, the district is being groomed as a manufacturing hub: the Chanpatia start-up zone already runs garment and textile units, a textile park is proposed at Kumarbagh, and there is a bell-metal/German-silver cluster at Kaserataula (Majhaulia). Eight FPOs and a tribal-development drive in Bagaha-2 and Ramnagar add to the base.
The plan's own flagged gaps: yearly flooding needs road-cum-embankments and river desilting, land records need consolidating, power supply is weak, and extension services, digital banking and full social-security coverage all need strengthening.
What the plan promotes
- Sugarcane is the flagship crop: West Champaran has 05 sugar mills and ranks first in Bihar for sugarcane and sugar production (56.34% of state output); paddy and wheat are the other major crops
- Chanpatia start-up zone in the Chanpatia Bazar Samiti godowns hosts new manufacturing units (garments, sarees, dupatta, mosquito nets, jackets) and is the anchor for the proposed mega textile park at Kumarbagh (Chanpatia)
- Three industrial areas at Bettiah, Ramnagar and Kumarbagh (Chanpatia); a bell-metal and German-silver cluster at Kaserataula, Majhaulia
- Tribal development programme covering 20 villages of Bagaha-2 block and 10 villages of Ramnagar block, promoting vegetables, fruit, beekeeping, piggery and goat-rearing units for tribal farmers
- 08 Farmer Producer Companies (FPOs) set up for villages of Narkatiaganj, Ramnagar, Bairia and Majhaulia; Piprasi and Bagaha-2 blocks
- Dairy has strong potential at 164.05cr term-loan projection, backed by 280 milk-producer cooperative societies across the district and 316 primary agricultural credit societies (PACS)
Gaps the plan names
- District is flooded every year (3 major floods each in 2020-21 and 2021-22); needs a phased long-term project to build road-cum-embankments on both banks of the Masan/Budhi Gandak and Gandak rivers plus desilting of the river bed
- Flood and drought control through a WaterPlus approach: developing natural lakes (mann/chaur wetlands) for fisheries and drainage of excess water
- Land consolidation and updating of land records are needed to unlock development
- Weak power supply: 24x7 electricity and better banking-technology (digitalisation) infrastructure required across the district's 315 PACS
- Expansion of extension services and support to farmers/entrepreneurs, plus better bank support for loan recovery
