Bilaspur Kosa silk reeling & woven-sari brand

Unverified

Bilaspur is a centre of natural-coloured Kosa (tasar) silk, but cocoons and unbranded cloth leave the district while metro buyers pay heavily for finished single-origin Kosa saris. A reeling-and-weaving cooperative with a D2C brand captures the cocoon-to-sari value chain.

Bilaspur's NABARD plan for 2023-24 sees about Rs 3,254 crore of bank-lending potential. The big surprise is that small and medium businesses (MSME) make up the largest slice at Rs 2,020 crore (63%), while all of farming together is Rs 947 crore (about 29%). The rest goes to housing, education, clean energy and self-help groups.

Bilaspur is a paddy district: ordinary crop loans alone are worth Rs 561 crore, with maize, arhar and urad in the rainy season and wheat, gram and peas in winter. The most promising side-businesses are dairy and cattle (Rs 72 crore) on the back of a very large milch herd, farm machinery like tractors (Rs 53 crore) to cope with a labour shortage, and food and grain processing (Rs 85 crore) building on 132 existing flour, dal and oil units. Drip and sprinkler irrigation (Rs 19 crore) is pushed because groundwater is dropping. Industry leans on rice mills, sponge iron, fertiliser and paper factories.

The plan is candid about what holds the district back: most of its ~10,000 self-help groups still cannot get a bank loan, the credit-to-deposit ratio is only 47% against a 60% target, nearly 6 in 10 farmers had no Kisan Credit Card in 2020, and many cooperative societies have gone dormant. Closing these gaps is the clearest opening for new lenders and rural entrepreneurs.

What the plan promotes

  • Crop loans of Rs 560.74 cr for a paddy-led district (kharif paddy, maize, arhar, urad; rabi wheat, gram, peas, tiwda, linseed) over ~1.79 lakh ha kharif area; 2.26 lakh farm families, 70% marginal
  • Dairy/cattle development the biggest allied opportunity at Rs 72.18 cr — large milch herd (14,780 crossbred + 8.21 lakh indigenous cattle, 1.71 lakh buffalo) with breed improvement and green-fodder push
  • Food and agro-processing credit of Rs 85.43 cr building on 132 existing grain/flour/dal/oil processing units; total ancillary potential Rs 176.73 cr
  • Farm mechanisation Rs 53.24 cr to offset farm-labour shortage — tractors, power tillers and combine harvesters
  • Minor irrigation Rs 19.25 cr promoting drip and sprinkler systems where groundwater is declining; SRI paddy on 5,000 ha and pulse/oilseed/maize promotion on 1,800 ha already under the Agriculture Dept
  • MSME the dominant sector at Rs 2020.05 cr (63% of the plan) anchored by rice mills, sponge iron, chemical-fertiliser and paper factories

Gaps the plan names

  • Falling groundwater levels in several blocks — PLP calls on banks to scale up drip and sprinkler (micro) irrigation to sustain a paddy-heavy cropping pattern
  • Acute farm-labour shortage making full-scale mechanisation essential across the district
  • Most of the district's ~10,000 SHGs remain bank-credit unlinked; roughly 11,100 groups are needed to cover 3.32 lakh poor households, with NABARD's e-Shakti digitisation meant to close the gap
  • Low credit-deposit ratio of 47% (vs the 60% national norm), signalling under-lending relative to the district's deposit base
  • Large non-borrower farmer base — 59% of farmers were without a Kisan Credit Card as of March 2020 — limiting formal crop-credit reach

Value-chain gaps

Money this district loses today

Raw output sold cheap, value added elsewhere — each gap below is an opening for a local business.

Black rice: raw paddy → branded packaged superfood

Unverified
Raw 85%Processed 15%

Bilaspur's ODOP black rice is often sold as raw paddy or unbranded grain at modest prices despite its premium positioning. Cleaned, graded and sold as a branded antioxidant superfood in retail packs, the same rice commands several times the bulk price with health-focused urban buyers. Local milling and branding capture margin that today leaves with the loose grain.

Growth signal

Black and pigmented-rice demand is rising in the health and superfood retail segment.

Kosa silk: raw cocoons → woven & branded saris

Unverified
Raw 80%Processed 20%

Much of Bilaspur's Kosa output leaves as raw cocoons or unbranded yarn at commodity rates, with the weaving margin captured elsewhere. Finished, handwoven and branded Kosa silk saris and fabric command a large multiple over raw cocoon value. Keeping reeling, weaving and branding local would hold that value-chain margin in the district.
