This is a quiet self-study library on a ground or upper floor, never a basement. Students rent a reserved desk by the month and get good lighting, air conditioning, a locker, Wi-Fi, clean washrooms, drinking water and long opening hours. Old Rajinder Nagar, in the Karol Bagh area of Central Delhi, is one of Delhi's main hubs for civil-services coaching. Students from many states live there, often in small rented rooms with little space to study. In July 2024 three students died when rainwater flooded a coaching-centre basement that was being used as a library. The city then sealed many basements used for coaching and study in the area, and students and their families now look hard at safety.
You need a lease on a floor where this use is allowed, the fire safety clearance the building needs, clear stairs and exits, fire extinguishers and dependable power backup. The hard parts are high rents, many rival libraries, and rules that can change, so get every permission in writing before you spend on fittings. Keep the place clean and silent, or students move on.
