Karnal's NABARD credit plan for 2023-24 sizes up about ₹13,966 crore of lendable potential. Farming is the biggest slice at roughly ₹7,749 crore (about 55%), and small businesses (MSME) come next at about ₹5,386 crore (39%), with the rest spread across housing (₹480 cr), exports (₹257 cr), education, renewable energy and social projects.
On the farm side, short-term crop loans alone account for ₹5,274 crore because paddy and wheat cover most of the district - Karnal is Haryana's 'rice bowl' with around 280 rice mills and roughly ₹8,000 crore of rice exported a year. Dairy is the standout allied business (₹458 crore of potential), backed by the National Dairy Research Institute, and there is fast-growing scope in polyhouse vegetables and flowers, food processing (rice mills, sauce/jam, dried vegetables) and a Sonipat-linked food park. The MSME base is large and varied: over 3,200 industrial units with clusters in printing & packaging, farm implements and pharmaceuticals, plus the well-known Liberty footwear industry.
The plan flags clear gaps an entrepreneur can build around: a shortage of cold storage and proper warehouses (produce is often sold cheap at harvest), a falling water table from too much paddy-wheat farming, too few soil- and water-testing labs, weak power and marketing support for small industry, and low uptake of Stand-Up India and Mudra loans.
What the plan promotes
- Paddy and wheat dominate ~80-85% of the cropped area; wheat yielded 5,199 kg/ha on 1,86,000 ha in 2020-21 and paddy 6.80 lakh MT on 1,77,000 ha - Karnal is known as the 'rice bowl' with ~280 active rice mills and ~₹8,000 crore of rice exported each year.
- Karnal is a national research hub: National Dairy Research Institute (NDRI), National Bureau of Animal Genetic Resources, Sugarcane Breeding Institute, Directorate of Wheat Research, Central Soil Salinity Research Institute and Maharana Pratap Horticulture University are all located here.
- Dairy is the leading allied activity (₹457.85 cr term-loan potential); NDRI runs an incubator centre for dairy training and processing, and a dairy cluster around Mangaon village is being linked to a food park for a common facility centre.
- Protected/greenhouse cultivation of vegetables and flowers is rising fast; NABARD with the Horticulture Department prepared a model bankable project for 6 horticulture crops - tomato, cherry tomato, capsicum, cucumber, rose, gerbera and carnation - so farmers now get polyhouse/net-house loans.
- Food & agro processing potential of ₹134.49 cr: 20 rice mills (2 MTPH), 10 mini rice mills, sauce/jam units and dried-vegetable units; a Sonipat food park drew ₹71.01 crore NABARD infrastructure support and PMKSY covers up to ₹5 crore per unit.
- MSME base of 3,226 industrial units (2,511 DIC-registered, ~2,318 jobs in 13-17 medium/large units) with recognised clusters in printing & packaging, farm implements/agri-tools and pharmaceuticals; a common service centre is coming up in Sector-37, Karnal.
Gaps the plan names
- Excessive paddy-wheat cropping and over-extraction of groundwater have sharply lowered the water table (net rainfall-linked recharge turned negative in 2011), so the plan urges crop diversification and awareness against stubble burning and indiscriminate chemical-fertiliser use.
- Severe shortage of cold storage and modern warehousing for paddy, wheat, potato and onion - without proper storage farmers sell at low prices; the plan calls for accredited godowns and pledge (NWR) loans so produce is not sold under distress.
- Need for more soil- and water-testing laboratories and modern marketing centres, with faster testing turnaround so farmers can act on reports in time.
- MSME/non-farm sector constrained by weak power supply, raw-material and skilled-staff shortages, poor marketing facilities, and lack of technical staff in bank branches to prepare, appraise and sanction non-farm projects.
- Poor uptake of Stand-Up India and low awareness of credit schemes; the plan wants HSIIDC to offer concessions in the industrial model township (IMT) and banks to run special Stand-Up India/Mudra drives.
