Rohtak's NABARD plan for 2023-24 sees about Rs 5,479 crore of bankable credit potential. Farming is the biggest slice at Rs 2,874 crore (about 52%), with small and medium businesses close behind at Rs 1,815 crore (about 35%) — a rare balance for a Haryana district, driven by Rohtak sitting just 70 km from Delhi.
On the farm side, crop loans alone are worth Rs 1,976 crore, backed by wheat (1,01,000 ha), paddy, cotton and mustard, all traded through the e-NAM-linked Rohtak mandi. Dairy is the star: this is the home of the world-famous Murrah buffalo, and the VITA, Amul Saabar and Sudha plants together push lakhs of litres a day into the Delhi market — dairy term loans alone are pegged at Rs 82 crore. Horticulture (mango, guava, tomato, potato, mushroom, flowers) on about 14,500 ha adds more room to grow.
On the industry side, Rohtak is a 'fasteners city' with a big nut-and-bolt cluster (Lakshmi Precision Screws), Maruti Suzuki's R&D centre, Asian Paints and the IMT township — plus a NABARD-backed HAFED mega food park coming up.
The plan's own warning list: too little cold-storage and food-processing infrastructure, only 27 farmer producer organisations, weak and under-staffed cooperative credit societies, and banks holding back fresh farm loans for fear of bad debts. Fixing those gaps is where new ventures can step in.
What the plan promotes
- Crop production dominates the plan at Rs 1975.63cr: wheat 101000 ha (441.70 thousand MT), paddy 67100 ha, cotton 13400 ha, mustard 14900 ha, bajra 9300 ha, plus sugarcane 8500 ha; Rohtak mandi is on e-NAM among Haryana's 81 mandis
- Dairy is a flagship strength: home of the world-famous Murrah buffalo; VITA dairy (2 lakh L/day), Amul's Saabar dairy (6.5 lakh L/day), and Sudha (Bihar) since Dec 2020 supply the Delhi NCR; dairy term loan potential Rs 82.01cr
- Horticulture on 14506 ha yielding 122043 MT vegetables and 18129 MT fruit (mango, guava, ber, citrus, amla; tomato & potato lead); mushroom and floriculture also promoted via the Krishi Vigyan Kendra
- MSME is the second-largest sector at Rs 1814.50cr; Rohtak is a 'fasteners city' with the nut-bolt cluster, Lakshmi Precision Screws (LPS-Bossard), Maruti Suzuki R&D, Asian Paints and IMT industrial township
- HAFED is building a mega food park in the IMT industrial township (only food-processing units), with NABARD providing financial support
- 27 Farmer Producer Organisations formed by NABARD and the Horticulture department; 1691 SHGs formed (1089 linked for first and 863 for second dose of credit); PAN IIT Gurukul skilling rural youth in Meham block
Gaps the plan names
- Farmers still lack post-harvest infrastructure such as food-processing units, regular markets, cold stores and rural godowns; and infrastructure is needed to tap renewable energy from crop waste, city waste and biomass
- SHGs, Joint Liability Groups and FPOs need much stronger formation and financing; only 27 FPOs exist and require capacity building, with NRLM, agriculture, horticulture, banks and NABARD asked to make a joint effort
- Banks are hesitant to lend fresh agriculture credit for fear of NPAs, so credit growth has stalled; banks must step forward with fresh Kisan Credit Cards and hold village-level camps, with quarterly district-committee review
- Farmers need awareness on quality seeds, fertiliser, organic farming, modern implements, soil and water testing labs, seed depots and marketing centres so that FPOs can play a lead role in raising output
- Primary Agricultural Credit Societies are too few (one PACS covers many villages), short-staffed and still keep records the old way; they need to be moved onto the CBS system and run as multi-purpose societies
