What the plan promotes

• ▸Crop production, maintenance and marketing is the single biggest opportunity at Rs 942.70 cr; paddy and maize dominate kharif, with pulses (arhar), gram, mustard and vegetables across blocks like Bagodar, Bengabad, Deori and Giridih Sadar.
• ▸Food and agro processing worth Rs 162.83 cr covers rice mills, flour mills (atta chakki), oil mills, papad/chips and jam/jelly units using local raw material.
• ▸MSME potential of Rs 855.48 cr rests on 9305 existing units and coal/mica-based industry plus steel firms such as Mongia Steel and Saluja Gold that already employ many locals.
• ▸Farm mechanisation of Rs 87.31 cr (tractors, power tillers, threshers, rotavators) targets very low current mechanisation and weak capital formation in farming.
• ▸Dairy development of Rs 48.33 cr and poultry of Rs 33.75 cr (layer and broiler units) build on milk and poultry already sold to nearby markets.
• ▸Fisheries potential of Rs 43.04 cr through pond development/renovation and fish-seed rearing, supported by 134 agriculture pumpsets and existing water bodies.

Gaps the plan names

• ▸Unreliable and inadequate electricity supply is the biggest constraint holding back industrial growth and MSME units.
• ▸Poor and inadequate road/transport links hurt marketing and raise the cost of investing in industrial items.
• ▸Only about 14-15% of farmland is irrigated, so farming stays rain-fed and single-cropped; assured irrigation is needed.
• ▸No facility for small units and SHGs to sell their goods; the plan calls for a district supply-and-marketing agency, common facility centres and better packaging.
• ▸Land-record problems in Jharkhand (no receipt system, restrictions on buying/selling non-mazrua land and CNT-Act land) block housing credit and need to be cleaned up and put online.
