NABARD's Potential Linked Credit Plan for Chikballapur (2026-27) sizes the district's bankable opportunity at about ₹6,140 crore. Farming dominates: agriculture and its allied lines make up roughly ₹4,608 crore (about 75% of the plan), while small and medium businesses (MSME) account for ₹1,173 crore.
For an entrepreneur, three clusters stand out. First, food and agro processing: the district grows tomatoes, grapes, mangoes and maize in surplus, and the MSME manufacturing line alone is worth ₹1,104 crore — strong backing for sorting, grading, cold storage and value-addition units. Second, plantation and horticulture with sericulture, the biggest farm term-loan cluster at ₹734 crore, built on grapes, mango and mulberry. Third, the dairy and poultry economy: milk availability already runs at 1,327 g/day per person (against a 300 g norm), supported by 1,099 dairy cooperatives and 996 collection centres, with dairy lending at ₹128 crore and poultry at ₹50 crore. As a PMDDKY Aspirational Agriculture district, Chikballapur also invites finance for Bio Resources Centres, seed banks, Custom Hiring Centres and micro-irrigation.
The PLP's own complaint: every one of the 8 talukas has over-exploited its groundwater, leaving the district in acute water stress. It also flags weak farm extension services, poor last-mile market access, no assured irrigation, too few godowns and cold stores, and erratic power — plus the hurdle that tenant farmers on leased land cannot get formal credit.
What the plan promotes
- Agro and food processing units for the district's surplus tomatoes, grapes, mangoes and maize — the biggest MSME push (term-loan potential ₹1104 cr)
- Plantation, horticulture and sericulture term loans — the largest agri term-loan cluster at ₹734 cr, anchored by grapes, mango and mulberry
- Bio Resources Centres, seed banks, Custom Hiring Centres and cold storage units flagged under PMDDKY, the Aspirational Agriculture districts programme starting 2025-26
- Drip and sprinkler irrigation, rainwater harvesting structures, recharge pits and water treatment — financeable under the PMDDKY post-harvest and irrigation thrust
- Dairy expansion (₹128 cr) — district already produces 1327 g/day milk per capita against a 300 g norm, with 1099 dairy cooperative societies and 996 milk collection centres
- Poultry / broiler and poly mini-dairy units (₹50 cr poultry line) promoted to de-risk farm incomes; district runs 17.6 lakh improved poultry birds
Gaps the plan names
- Acute water stress — all 8 talukas have over-exploited groundwater; the PLP calls for water conservation, rainwater harvesting and recharge structures
- Lack of agriculture and horticulture extension services and absent last-mile connectivity for farmers to reach markets
- Absence of assured irrigation across the district
- Inadequate storage — shortage of godowns and cold storages
- Erratic power supply to farms and enterprises
