NABARD's Potential Linked Credit Plan for Chitradurga (2026-27) puts the district's bankable opportunity at about ₹8,109 crore. Farming dominates: agriculture is ₹6,042 crore (about 75% of the plan), with MSMEs adding ₹1,383 crore and the rest spread across housing, education, renewable energy and social infrastructure.
For an entrepreneur, a few clusters stand out. Crop and marketing finance is the biggest pool at ₹3,935 crore — this is a major millet, groundnut, maize and red-gram belt. Horticulture and sericulture carry ₹528 crore of term-loan room, built on coconut (around 43,000 ha), arecanut, onion, tomato and chilli, plus 2,812 ha of silk. Dairy is the standout livestock play at ₹352 crore, with 420 dairy cooperatives and milk availability well above the recommended level. Sheep, goat and poultry rearing are large too, feeding wool, meat and egg value chains around Challakere, Hiriyur and Hosadurga. Food and agro-processing and a strong cotton-ginning and weaving base round out the MSME story.
The PLP's own complaints are clear: too little cold storage and post-harvest infrastructure (just 4 cold stores), so farmers can't hold stock for better prices; five of six blocks have over-exploited groundwater; weak soil testing and fodder storage; and a sheep-wool cluster that needs product diversification. Anyone building storage, processing or irrigation here is filling a named gap.
What the plan promotes
- Crop & marketing finance is the engine: NABARD sizes crop production, maintenance and marketing (incl. allied working capital) at ₹3,935 cr — finger millet, groundnut, maize, sunflower and red gram are the major field crops, with maize yields topping 2,945 kg/ha.
- Plantation & horticulture incl. sericulture carries ₹527.58 cr of term-loan potential; the district grows coconut (42,940 ha, 4.18 lakh MT), arecanut (61,130 ha), onion, tomato, chilli, pomegranate and mango, plus 2,812 ha under sericulture.
- Dairy is the biggest livestock play at ₹352.12 cr — 420 dairy cooperatives, 331 milk collection centres and milk availability of 740 g/day (vs 300 recommended) point to strong surplus for chilling, processing and value addition.
- Sheep, goat and piggery (₹81.52 cr) sits on a huge base: 13.5 lakh indigenous sheep and 3.85 lakh goats; the PLP flags the sheep-wool producer cluster (Sheep Wool & Silk weaver clusters, 4,750 weavers) as needing product diversification.
- Food & agro processing (₹25.28 cr) and 287 existing food units, 117 fruit units, 164 cotton ginning/spinning/weaving units and 38 spice units give a ready base for mini food-processing and a proposed nutritional testing lab.
- MSME credit potential is ₹1,383 cr across 18,235 registered enterprises — manufacturing term loans (₹1,160 cr) dominate, anchored by cotton, food and animal-feed units (117 animal-feed units).
Gaps the plan names
- Inadequate post-harvest infrastructure hampers producers' ability to secure better prices during market surplus — only 4 cold storages (17,000 MT) and 290 godowns serve the district.
- Insufficient storage and primary processing at market yards: the PLP wants more storage and processing in major production clusters, financed through the Agriculture Infrastructure Fund and Agriculture Marketing Fund.
- Severe groundwater stress — 5 of 6 blocks (Challakere, Chitradurga, Hiriyur, Holalkere, Hosadurga) are over-exploited and Molakalmuru is semi-critical; needs farm ponds, check dams, recharge wells and micro-irrigation.
- Reduced soil fertility and erosion are degrading land; the PLP calls for soil testing laboratories in all taluks (only 3 soil testing centres exist today).
- Fodder production and storage are inadequate, causing summer shortages for the district's large sheep, goat and cattle population.
