NABARD's Potential Linked Credit Plan for Hassan (2023-24) sizes the district's bankable opportunity at about ₹12,466 crore, up 17% on the previous year. Farming dominates: agriculture and allied activities take ₹8,634 crore (69%), while MSME accounts for ₹3,342 crore (27%) and everything else - housing, education, exports, energy - the remaining sliver.
For an entrepreneur, three clusters stand out. First, plantation and horticulture is the single biggest term-loan pool at ₹1,121 crore - Hassan grows coconut (its One District One Product), arecanut, ginger, potato, cardamom, coffee and pepper, and NABARD has already backed two Coconut Grower FPCLs plus seven FPOs that can aggregate produce. Second, dairy is the headline allied activity at ₹396 crore, riding on more than 1,300 dairy cooperatives and HAMUL's processing network, with mini-dairy and broiler poultry units flagged to de-risk farm income. Third, MSME and agro-processing - ₹2,899 crore of MSME term loans plus ₹124 crore for food processing - in a district the plan calls industrially underdeveloped (just four large and seven medium industries), leaving room for new and modernised units. Gherkin exports under the Agri Export Zone and a millets push round out the list.
The PLP's own complaint: weak agriculture and horticulture extension, no last-mile market connectivity, patchy assured irrigation, too few godowns and cold storages, erratic power, and red tape converting farmland for food-processing plants.
What the plan promotes
- Coconut is the One District One Product (ODOP); NABARD has supported 2 Coconut Grower FPCLs, with bank-loan + 50% PMFME-subsidy units possible for coconut bi-products and handicrafts.
- Plantation, horticulture and sericulture is the single biggest term-loan opportunity at ₹1121.32cr - coconut, arecanut, ginger, potato, cardamom, coffee and pepper are the major horticulture crops.
- Dairy is the major allied activity (₹395.73cr term-loan potential); the district has 1,346 registered Dairy Cooperative Societies (1,324 commissioned) and HAMUL chilling/processing capacity.
- Millets push for the International Year of Millets 2023 - 2.11 lakh ha already under cereals and minor millets producing 6.04 lakh MT; banks to fund all eligible millet farmers per Scale of Finance.
- Gherkin (Agri Export Zone) production and export, anchored by ₹19.20cr of export credit.
- Mini-dairy and broiler poultry units to de-risk farm income; NABARD is implementing a backyard-poultry micro-entrepreneurship project with the Veterinary College.
Gaps the plan names
- Lack of extension services in both agriculture and horticulture sectors.
- Absence of last-mile connectivity for farmers to access markets.
- Inadequate assured irrigation across the district (only ~34% of net sown area irrigated).
- Inadequate storage facilities like godowns and cold storages.
- Erratic power supply.
