Lakshadweep's credit plan for 2022-23 sizes total priority-sector potential at about Rs 66.13 crore across all islands (this is a single UT-wide plan that covers Kalpeni). Roughly 57% is farming and allied work and 35% is small business (MSME), with the rest in education, housing and SHG lending.

The biggest real opportunity is the sea. Fishing alone is worth about Rs 7 crore in term loans, built around tuna (an estimated one lakh tonnes of potential nearby). The administration wants to scale up seaweed farming as a women-led business through self-help groups, with room to grow to 30,000 tonnes of dry seaweed a year using just 1% of the lagoons. On land, everything revolves around coconut: crop credit is about Rs 14 crore, and there is Rs 2.2 crore for plantation/horticulture and nearly Rs 10 crore for food and agro processing such as coconut grating and oil units. Poultry, dairy and goat rearing add smaller pieces. The islands are officially 100% organic and a declared 'No Industry District', so only clean crafts like coir, rope, mat-making and boat-building are encouraged.

The plan flags clear roadblocks: only 8 of 180 SHGs are credit-linked, recovery is very poor (16%) with a low 8% CD ratio, there is no local scale-of-finance committee (a DLTC is needed), and distance from the mainland makes inputs and transport costly and unreliable.

See the plan's recommendations

What the plan promotes

  • Coconut is the mainstay of livelihoods; Agriculture Dept promoting intercropping in coconut gardens with short-duration, drought and salinity-tolerant vegetables during rainy seasons
  • Lakshadweep declared 100% organic (after Sikkim); entire 32 sq km land area approved as organic under Paramparagat Krishi Vikas Yojana
  • Fisheries is the single largest term-loan line at 7.04 cr; tuna is the main resource with estimated marine potential of ~1 lakh tonnes of tuna and an equal quantity of shark
  • Large-scale seaweed farming planned as a women-centric activity through SHGs; island can produce nearly 30,000 tonnes of dry seaweed a year using just 1% of lagoon area, starting with 10 women SHGs
  • Plantation & horticulture potential of 2.20 cr; coconut leaf vermicomposting and vermiwash found highly useful for raising vegetable yields under island conditions
  • Poultry (1.24 cr) and dairy (1.05 cr) development, plus sheep-goat-piggery (0.75 cr), among the leading allied term-loan lines

Gaps the plan names

  • Of 180 SHGs only 8 are credit-linked; urgent need for awareness campaigns by Dept of Rural Development and banks to boost credit linkage for business expansion
  • Overcrowding of coconut palms due to lack of recommended spacing keeps adoption of coconut-based cropping systems very low; department should popularise intercropping and identify location-specific crops, and banks introduce flexi-credit for 'Homestead Farms'
  • No separate scale of finance and no DLTC for Lakshadweep; SoF fixed for Ernakulam is borrowed for PLP projections, so an urgent need for a DLTC in Lakshadweep
  • Very poor recovery (16% as on 31 March 2021; only 5% under priority-sector lending over 3 years) and a very low CD ratio of 8% choke fresh credit flow
  • Being far from the mainland with limited land area, agriculture depends on costly mainland inputs and unreliable transport is a major bottleneck for any large investment

Value-chain gaps

Money this district loses today

Raw output sold cheap, value added elsewhere — each gap below is an opening for a local business.

Coconut: raw copra → virgin oil & coir products

Unverified
Raw 85%Processed 15%

Kalpeni's coconut and copra economy ships output mostly raw at procurement prices. Cold-pressed virgin coconut oil, desiccated coconut and finished coir products (from the coconut husk) fetch a multiple of the raw-copra rate and reach health-food and eco-product buyers. Local value-addition turns a bulk island commodity into branded, shippable goods.

Growth signal

Virgin coconut oil and coir eco-products are growing premium categories.

Tuna: raw catch → canned & vacuum-packed

Unverified
Raw 85%Processed 15%

Kalpeni's lagoon and tuna fisheries sell catch largely raw or as basic dried fish at low ex-boat rates, with value captured by mainland processors. Canned, vacuum-packed and value-added tuna — with cold-chain and certification — commands several times the raw-catch price in retail and export channels. A local processing and cold-chain unit keeps the margin on the island instead of exporting raw fish.

Growth signal

Demand for canned and ready-to-eat seafood is growing in Indian urban retail.
