Jabalpur's NABARD credit plan for 2023-24 sees about Rs 8,084 crore of lending potential, up 11% on the year before. Just over half is farm credit (Rs 4,097 crore), with small-business (MSME) lending close behind at Rs 3,383 crore (Rs 2,698 crore for investment plus Rs 685 crore working capital), backed by the city's tank, vehicle and ordnance factories, grey-iron foundry and growing ready-made-garment trade.

On the farm side, ordinary crop loans dominate at Rs 2,458 crore — Jabalpur is Madhya Pradesh's biggest green-pea district and also grows plenty of wheat, paddy, urad, moong and gram. The plan earmarks Rs 447 crore for farm machinery, Rs 222 crore for irrigation and Rs 179 crore for dairy. Food and agro-processing carries Rs 176 crore, aimed squarely at peas (an official One-District-One-Product crop) and water-chestnut (singhada), where small units qualify for PMFME subsidy. Four farmer producer companies and a stone-craft producer body at Bhedaghat are already running.

The plan is candid about what is missing: too little cold storage and processing capacity, so farmers lose price; weak extension services and shortages of quality seed and fertiliser; irrigation that needs widening to reach more small farmers; and gaps in roads and reliable power. It suggests building cold stores, water supply and other facilities through public-private partnerships.

See the plan's recommendations

What the plan promotes

  • Green pea (matar) is a One-District-One-Product crop and Jabalpur is MP's largest pea producer (30,500 ha under vegetables in 2021-22); PLP flags processing units and cold storage for peas as a priority to lift farmer incomes
  • Water-chestnut (singhada) is grown in large volume; small processing units are eligible for subsidy under the PM Formalisation of Micro Food Processing Enterprises (PMFME) scheme
  • Dairy development is a named thrust area (Rs 179.30 cr term-loan potential) with strong scope in milk production; NABARD-sponsored FPO/OFPO formation is under way
  • Four FPOs formed under NABARD's central-sector FPO scheme, plus an Off-Farm Producer Organisation (OFPO) for Bhedaghat's marble/stone (sangmarmar) craftspeople
  • Livelihood & Enterprise Development Programme (LEDP) run for members of mature SHG clusters in paper bags, beekeeping and catering
  • Bamboo cultivation project sanctioned with Tropical Forest Research Institute, Jabalpur, selecting 15 farmers to build a bamboo-farming model

Gaps the plan names

  • Inadequate extension services and shortage of good seeds and chemical fertilisers, plus rising bank NPAs, are holding back credit uptake
  • Insufficient food-processing and cold-storage capacity means farmers (especially of horticulture crops, peas and singhada) cannot realise fair prices for produce
  • Irrigation system needs strengthening; more small and marginal farmers should be brought under minor/community irrigation schemes to raise crop productivity
  • State needs to set up soil-testing laboratories, strengthen extension services and technology transfer, and popularise improved farm implements
  • Road network needs further development and timely, regular power supply must be ensured to support farm and agri-business activity

Value-chain gaps

Money this district loses today

Raw output sold cheap, value added elsewhere — each gap below is an opening for a local business.

Bhedaghat marble: raw stone → carved décor & souvenirs

Unverified
Raw 85%Processed 15%

Bhedaghat marble largely leaves as raw or roughly cut stone, while finished carvings and décor are made and branded elsewhere. Cut, polished, and carved into statues, tableware, and souvenirs — tied to the gorge's tourism footfall — the same stone commands a large premium. Local carving skill plus visitor demand make a branded marble-craft line a natural value capture.

Green peas: raw pods → frozen & dehydrated peas

Unverified
Raw 85%Processed 15%

Jabalpur's ODOP green peas are sold mostly as raw fresh pods in a short, glut-prone season at low farmgate prices. Individually quick-frozen (IQF) and dehydrated peas command several times the fresh price, sell year-round, and ship to retail and food-service buyers nationally. A local IQF line converts a perishable seasonal crop into a branded, storable, high-margin product.

Growth signal

Frozen-vegetable demand in India is growing with cold-chain expansion and packaged-food adoption.
