Raigad's NABARD credit plan for 2023-24 sees about ₹5,368 crore of bankable opportunity across the district. Industry leads by far: MSME alone is ₹2,506 crore (47% of the plan), while all of farming and allied activity together is ₹1,082 crore (about 20%). The rest is mostly housing.
Raigad is industrial. It has 10 MIDC zones and big plants like Reliance, JSW Steel, RCF and Tata Power, so small and medium units that supply or service them — plus skill-based startups under Stand-Up India, MUDRA and DIC — make up the largest slice (₹1,482 crore investment loans, ₹1,024 crore working capital). Housing is the next big one at ₹1,385 crore, as Navi Mumbai, Panvel, Karjat and Khopoli keep growing.
On the farm side, paddy is king (₹426 crore of crop loans), and the plan wants more of that value captured locally: food and agro processing is worth ₹262 crore, turning paddy, nagali, mango and cashew into finished goods. The 240 km coastline and 8 rivers give fisheries ₹63 crore, with dairy (₹47 crore) and poultry (₹41 crore) close behind. Seven farmer producer companies are being built out.
The plan's own warnings: most farmland depends on monsoon, so there is no Rabi crop without irrigation; holdings are tiny (87% under 2 ha); credit for farm term loans arrives late; and urban sprawl plus factory and sea-water pollution are eating into usable land.
What the plan promotes
- Crop loans assessed at ₹425.58 cr — paddy dominates (60-70% of cultivable land), with Nachani/Nagli and Vari grown in some blocks.
- Food & agro processing potential of ₹261.97 cr by processing local paddy, nagali, mango and cashew for higher farmer returns and jobs.
- Fisheries potential ₹62.63 cr — 240 km coastline, 8 rivers (343 km), mechanised boats and Mumbai market support; thrust on more KCC beneficiaries under fisheries and animal husbandry.
- Plantation & horticulture (incl. sericulture) ₹57.37 cr — mango is the main horticulture crop, with cashew and jackfruit also grown.
- Animal husbandry: dairy ₹46.86 cr and poultry ₹40.80 cr term-loan potential, with sheep/goat/piggery ₹12.72 cr.
- MSME potential of ₹2505.80 cr — district has 10 MIDCs and large units (Reliance Industries, JSW Steel, Uttam Galva, RCF, Tata Power, Sudarshan Chemicals, Maharashtra Seamless).
Gaps the plan names
- Lack of assured irrigation means farmers cannot cultivate in the Rabi season, leading to mono-cropping in several blocks.
- Small land holdings (about 87% of farmers hold under 2 ha) plus rising labour cost are causing agricultural activity to decline.
- Inadequate and untimely bank credit for agriculture term lending and allied activities, putting these activities on the decline.
- Rapid urbanisation (Mumbai-Goa Highway, Navi Mumbai Airport at Panvel, industrial projects) is shrinking farmland.
- River pollution from factories and ingress of sea water near the coast are making agricultural land unfit and cutting crop productivity.
