₹3,194 cr

Term loans for agriculture & allied activities

₹515 cr

Thane's 2023-24 credit plan sizes up the district at ₹24,394.84 crore of priority-sector lending potential. This is an industrial, heavily urban district (only ~14% rural), so farming is a small slice: agriculture is just ₹1,642.80 crore (6.73%), while MSME dominates at ₹18,221.52 crore — about 75% of the whole plan.

The biggest real opportunity is industry and small business. Thane has roughly 2,37,933 registered MSMEs — second-most in Maharashtra — clustered along the Thane-Belapur-Kalyan belt and in Ambernath, Bhiwandi, Badlapur and Murbad, where over 5,000 units make steel, garments, chemicals and machinery. Housing is the next big block at ₹3,193.80 crore (13%), driven by city growth.

On the farm side, the money follows livestock and water. Poultry leads at ₹181.29 crore (the plan suggests small 50-100 backyard-bird units run through self-help groups), followed by dairy (₹69.33 cr) and goat/pig rearing (₹42.12 cr) — there is strong Mumbai demand for pork. Horticulture centres on Sapota (chikoo), mango and cashew, and fishing runs through Uttan, the only marine zone on the 27 km coast.

The plan's own warnings: very little land is irrigated (about 21%), so it pushes rainwater harvesting and drip irrigation in Shahapur, Bhiwandi and Murbad. It also flags missing cold storage and APMC markets, too few veterinary and breeding facilities, and fish-landing centres without cold chain or boat-repair support.

What the plan promotes

  • MSME is the single largest credit sector at ₹18,221.52 cr (74.69% of the plan); Thane has 2,37,933 MSMEs — 2nd highest in Maharashtra — across the Thane-Belapur-Kalyan industrial belt and 5000+ units in Ambernath, Bhiwandi, Badlapur and Murbad
  • Housing credit potential of ₹3,193.80 cr (13% of plan) on the back of heavy urbanisation; the district has 25,924 registered housing co-operative societies
  • Poultry is the largest farm term-loan line at ₹181.29 cr — PLP recommends backyard poultry with Low Input Technology (LIT) birds in 50-100 bird units promoted through SHGs
  • Plantation & horticulture (₹33.93 cr) on key crops Sapota (Chikoo), Mango, Cashew and Papaya, plus minor crops Nagali (ragi/finger millet) and Varai (barnyard millet)
  • Dairy (₹69.33 cr) and Sheep/Goat/Piggery (₹42.12 cr) term loans; PLP flags strong Mumbai demand for pork and stall-fed goat farming for rural youth via institutional finance
  • Fisheries potential ₹18.76 cr — Uttan is the district's only marine fishing zone along its 27 km coastline; large untapped pond water-spread for inland fisheries plus cluster shrimp farming

Gaps the plan names

  • Net irrigated area is very low (only 20.65% of net sown area) — needs small/medium rainwater-harvesting structures, de-silting of reservoirs and more drip/micro irrigation
  • Shortage of storage capacity, APMC markets and post-harvest infrastructure, especially for perishable and price-sensitive crops
  • Inadequate animal husbandry support — more veterinary dispensaries, AI centres, livestock markets and breeding farms for rams and bucks are needed
  • Fish landing centres lack basic amenities for fish landing, cold chain and processing; boat repair and maintenance facilities are missing
  • Rural areas are poorly covered by banking (91.55% of branches are urban/semi-urban), and parts of Shahapur and Murbad lack road connectivity, entrepreneurship, skills and skilled manpower for factories

Value-chain gaps

Money this district loses today

Raw output sold cheap, value added elsewhere — each gap below is an opening for a local business.

Powerloom cloth: greige → finished / branded garments

Unverified
Raw 85%Processed 15%

Bhiwandi's powerlooms turn out huge volumes of greige (unfinished) cloth sold to traders for processing and stitching elsewhere, capturing only the weaving margin. In-cluster dyeing, finishing and ready-made garment stitching commands several times the greige rate and reaches retail buyers directly. Moving up to finished garments keeps the apparel margin in the district.

Tribal millets: raw grain → milled / branded health foods

Unverified
Raw 80%Processed 20%

The district's tribal millet and rice belt sells grain raw at low farmgate prices to aggregators. Cleaned, milled and branded millet flour, flakes and ready-mixes ride the health-food wave and command a strong premium over raw grain. A local milling-and-packing line turns a subsistence crop into a branded retail product.

Growth signal

Demand for branded millet foods is rising sharply with the government's millet push and health-food retail.
