NABARD's plan for Imphal East · PLP 2023-24

₹125 cr

Micro, Small & Medium Enterprises (MSME)

₹77 cr

Housing

₹42 cr

Term loans for agriculture & allied activities

₹31 cr

Imphal East's PLP for 2023-24 puts the district's total lending opportunity at about 298.91 crore. Farming and allied work makes up the bulk at 162 crore (roughly 54%), while small business (MSME) is the next big block at 76.85 crore.

The single largest opportunity is crop farming at 124.95 crore — Imphal East is a valley 'Rice Bowl' district where paddy dominates, alongside oilseeds, maize, pulses, sugarcane and vegetables. The plan flags animal husbandry as a major thrust area: dairy (7.76 cr), sheep/goat/piggery (3.45 cr) and poultry (3.05 cr), with piggery, dairy and fishery called out as new and emerging activities. Horticulture (pineapple, orange, banana, lemon, passion fruit) and sericulture together carry 3.55 crore. On the non-farm side, MSME investment credit alone is 59.14 crore — Imphal city is one of the fastest-growing cities in the North East, and banks are urged to finance new business hubs through Make in Manipur and Start-up Manipur. Food and agro processing (2.67 cr) and a strong handloom, weaving and handicraft base add more scope. Housing credit is sizeable at 41.65 crore.

The plan's own warnings: most bank branches sit in greater Imphal, so outreach is poor elsewhere; National Highways 2 and 37 are in bad shape; and markets, irrigation, storage godowns and extension services are all weak. It urges tapping NABARD funds like RIDF, AIF and FIDF to close these gaps.

What the plan promotes

  • Crop production is the biggest opportunity at 124.95 cr — Imphal East is a valley 'Rice Bowl' district; paddy dominates, with oilseeds, maize, pulses, sugarcane and vegetables as other major crops
  • Animal husbandry is a named thrust area: dairy 7.76 cr, poultry 3.05 cr, sheep/goat/piggery 3.45 cr, with piggery flagged as a new and emerging activity
  • Horticulture and plantation (incl. sericulture) 3.55 cr — fruit crops like pineapple, orange, banana, lemon and passion fruit; the district has 58 sericulture cooperative societies
  • Fisheries potential 3.17 cr, using shallow and marshy land and moderate-to-high rainfall for inland fish farming
  • MSME is the second-largest sector at 76.85 cr (investment credit 59.14 cr) — Imphal city is one of the fastest-growing cities in the North East, banks urged to fund business hubs via Make in Manipur and Start-up Manipur
  • Food and agro processing 2.67 cr, plus scope to use paddy straw and rice husk agricultural waste productively

Gaps the plan names

  • Most bank branches are concentrated in greater Imphal region; financial outreach and accessibility is a major problem, worse in Jiribam
  • Poor road connectivity and bad condition of National Highways 2 and 37 — the lifelines of the whole state — is a major concern
  • Weak basic rural infrastructure: markets, irrigation, storage godowns, extension services and training support all need improvement
  • Limited state finances mean projects should tap NABARD funds (RIDF, Food Processing Fund, LTIF, Agri Infrastructure Fund, Dairy Infrastructure Fund, FIDF)
  • Large numbers of financially excluded people remain uncovered; banks need to reach them, especially in remote and hill areas

Value-chain gaps

Money this district loses today

Raw output sold cheap, value added elsewhere — each gap below is an opening for a local business.

Valley paddy: raw → milled / branded specialty rice

Unverified
Raw 80%Processed 20%

Imphal East's valley paddy bowl sells grain raw to mills and aggregators at base rates. Cleaned, milled, graded and branded specialty and aromatic rice in retail packs commands a clear premium over raw paddy. A local milling-and-branding line captures that value within the district.

Wangkhei Phee: GI handloom → branded heritage apparel

Unverified
Raw 85%Processed 15%

Wangkhei Phee carries a GI tag, yet much of the fine handloom is sold wholesale to traders at piece rates rather than as finished, branded product. GI-certified, designer-styled apparel sold direct to retail and diaspora buyers captures far more value than wholesale cloth. A weaver-owned brand keeps the GI premium with the district's artisans.
