Kakching's NABARD credit plan for 2023-24 sizes up about 145 crore of bankable opportunity for the year. Farming and its allied trades make up the bulk (roughly 81 crore, about 56%), while small business (MSME) is the next biggest block at nearly 22 crore. Housing loans (21 crore) and education loans (11 crore) round out the large non-farm lines.

The single largest opportunity is crop finance at around 67 crore - paddy is the main rainy-season crop, alongside oilseeds, maize, pulses, sugarcane, vegetables, potato, mushroom and fruit like pineapple, orange, banana and passion fruit. On the livestock side, dairy (2.5 crore), fishing (1.6 crore) and sheep/goat/piggery (1.5 crore) lead the term-loan lines; the plan singles out piggery and poultry as priority development schemes, and Kakching already has 60 fishery and 28 dairy cooperatives. Food and agro-processing is worth about 5 crore, and handloom (548 local societies) anchors much of the MSME potential.

The plan is candid about what holds the district back: thin banking reach (it wants 4 dormant Manipur Rural Bank branches reopened and unbanked blocks connected), high loan defaults needing more financial-literacy camps, poor roads, and weak rural infrastructure - irrigation, storage godowns, markets and extension - which it suggests funding through NABARD's RIDF. Many old cooperatives are defunct and need reviving.

What the plan promotes

  • Crop production for Kakching estimated at 66.88 Cr, led by paddy in the Kharif season with mono-cropping in vogue; other crops include oilseeds, maize, pulses, sugarcane, vegetables, potato and mushroom.
  • Fruit crops grown across the district: pineapple, orange, banana, papaya, lemon and passion fruit, supporting horticulture and plantation lending (0.39 Cr term-loan line).
  • Dairy is the biggest allied term-loan line at 2.52 Cr; Kakching has 28 dairy cooperative societies and animal husbandry is flagged as a major thrust area.
  • Fisheries potential of 1.56 Cr, backed by the Pumlen Pat and Loktak-region rain-fed lakes; Kakching has 60 fishery cooperative societies, the most of any cooperative type in the district.
  • Piggery and poultry identified as Area Development Plans/Schemes for Kakching; the district counts 16 piggery and 17 poultry cooperative societies.
  • Food and agro processing pegged at 4.97 Cr under ancillary activities, with scope to use agricultural waste like paddy straw and rice husk.

Gaps the plan names

  • Financial outreach is weak: the plan urges opening 4 non-functional Manipur Rural Bank branches and completing Composite Sub-Divisional Head Quarters in unbanked blocks (T. Waichong, Willong, Paomata, Phaibung Khullen, Island, Saitu Gamphazol, Purul) to enable new bank branches.
  • High NPAs across sectors; the plan calls for more Financial Literacy and Awareness Camps (FLAC) to bring them down.
  • Poor road connectivity and the condition of major roads is a persistent concern for credit flow and development.
  • Gaps in basic rural infrastructure - rural connectivity, market development, irrigation, storage godowns, extension services and training - which the plan suggests funding through NABARD's Rural Infrastructure Development Fund (RIDF).
  • Many existing cooperative societies are defunct; the district needs a comprehensive action plan for their revival, reform and restructuring.

Value-chain gaps

Money this district loses today

Raw output sold cheap, value added elsewhere — each gap below is an opening for a local business.

Chakhao black rice: raw → branded / value-added retail packs

Unverified
Raw 85%Processed 15%

Kakching's Chakhao black rice carries a GI tag and a strong health-food story, yet much of it is sold raw or loose at modest rates. Cleaned, graded and branded retail packs — plus value-added products like Chakhao flour, kheer mixes and snacks — command several times the raw-grain price with urban and export buyers. Local branding and packing capture that premium for growers.

Growth signal

Demand for pigmented and specialty rice is rising in health-conscious and export markets.

Vegetables: raw → dried / pickled & packaged produce

Unverified
Raw 80%Processed 20%

Kakching's vegetable belt sells produce fresh at local rates, exposed to glut-time price crashes and spoilage. Dried vegetables, pickles and packaged ready-to-cook lines hold value far longer and command a premium over fresh produce. A local processing unit converts a perishable, glut-prone crop into storable, branded products.
