NABARD's plan for Balasore · PLP 2023-24

₹9,189 crof bankable credit potential identified by the government

MSME

₹3,460 cr

Crop production, maintenance & marketing

₹2,382 cr

Term loans for agriculture & allied activities

₹1,125 cr

Export credit

₹1,071 cr

Balasore's NABARD credit plan for 2023-24 sizes total priority-sector lending at about ₹9,189 crore. The two engines are almost equal: agriculture and allied activities at roughly ₹3,623 crore (about 39%) and MSME at ₹3,460 crore (about 38%), with export credit (₹1,071 crore) and a large "others" bucket (₹769 crore) making up much of the rest.

On the farm side, crop loans alone are ₹2,382 crore, reflecting a paddy-heavy economy (nearly 1.98 lakh ha of Kharif paddy). The biggest investment opportunities are in plantation & horticulture (₹286 crore), fisheries (₹225 crore), farm mechanisation (₹197 crore) and dairy (₹189 crore). NABARD has picked four blocks — Jaleswar, Remuna, Baliapal and Bhograi — for horticulture area schemes and is pushing fresh-water fish, leasing out Gram Panchayat tanks for pisciculture.

Off-farm, Balasore is an established industrial and "Plastic Hub" district: a Plastic & Polymer Cluster at Bampada (₹82 crore), a 60-unit Rice Mill Cluster, 8 industrial estates, a CONCOR dry port, and ~8,000 micro and small units. Agro-processing and cold storage for vegetables are flagged as strong openings.

The plan's own warnings: a weak 57% credit-deposit ratio, unreliable rain-fed irrigation with stalled minor-irrigation projects, a serious shortage of technical field staff, gaps in warehousing and cold-chain, and poor roads, drainage and power in the industrial estates.

What the plan promotes

  • Paddy (Dhan) is the dominant crop with ~1.98 lakh ha under Kharif paddy out of 2.19 lakh ha net cultivated; district is known for Dhan, Pan (Betel) and Meen (Fish)
  • Fisheries a major thrust: 225.13 Cr term-credit potential, with a dedicated NABARD area-development scheme for fresh-water fishery; all Gram Panchayat tanks to be leased for 5 years for pisciculture and polyculture of fish and prawn
  • Plantation & Horticulture 286.22 Cr, with protected cultivation identified as the best intervention; four Area Based Scheme blocks under MIDH selected: Jaleswar, Remuna, Baliapal and Bhograi
  • Dairy 188.95 Cr and Poultry 103.52 Cr; agro-climate suits poultry farming, with Banraj birds to be financed under NRLM integrated with dairy and goatery schemes
  • MSME cluster economy: Balasore is a Plastic Hub with a Plastic & Polymer Cluster at Bampada (Rs 82 cr), a 60-unit Rice Mill Cluster, 8 Industrial Estates, a CONCOR Dry Port at Bampada, and location on NH-5/NH-60 with ~80 km coastline
  • FPO promotion a key thrust: 7 FPOs promoted under CSS (2 by NABARD in Baliapal & Bhograi blocks); 7 more FPOs and 8 ACABC units projected for 2023-24

Gaps the plan names

  • Huge shortage of technical staff at ground level in Agriculture, Animal Resources, Soil Conservation, Horticulture and Fisheries departments, limiting extension and support services
  • Low irrigation coverage and erratic rainfall dependence; many minor-irrigation projects sanctioned/constructed earlier remain incomplete, and pump-set energisation and rural electrification are still needed
  • Storage and cold-chain shortfall: need for Accredited Warehouses, PACS godowns, grading & packing houses, cold storages, cool vans, bulk milk coolers, milk processing units and fish aqua-shops
  • Industrial Estates lack good roads, drainage and steady power supply; estates and transformers need regular maintenance and upgradation; handloom weavers cooperative societies face managerial deficiency
  • Non-availability of accurate granular sector/sub-sector credit-flow data hampers realistic potential estimation

Value-chain gaps

Money this district loses today

Raw output sold cheap, value added elsewhere — each gap below is an opening for a local business.

Marine catch: raw fish → cleaned, frozen & value-added seafood

Unverified
Raw 85%Processed 15%

Balasore's coastal catch is landed and sold largely fresh or iced to traders, with grading, freezing and processing value captured downstream. Local cleaning, IQF freezing, fillets and ready-to-cook seafood packs command a multiple of the raw-landing price from retail and export buyers. Cold-chain processing at the coast also slashes the spoilage that erodes fishermen's returns.

Growth signal

Demand for frozen and ready-to-cook seafood is growing in Indian retail and exports.

Stone craft: raw stone → finished sculpture & decor

Unverified
Raw 85%Processed 15%

Balasore's stone-craft tradition often sells semi-finished or raw-cut stone at low value relative to the artisanship involved. Finished sculptures, temple work, decor and branded craft pieces command several times the rough-stone price from interior, gifting and institutional buyers. Design support and branded retail turn a quarry-side trade into a high-margin craft line.

Growth signal

Demand for handcrafted stone decor and sculpture is steady in interiors and gifting markets.
