NABARD's plan for Bhadrak · PLP 2023-24

Micro, Small & Medium Enterprises (MSME)
₹1,729 cr
Crop production, maintenance & marketing
₹1,718 cr
Term loans for agriculture & allied activities
₹803 cr
Others (SHG/JLG loans, prepay non-institutional lenders, SC/ST state-sponsored orgs)
₹506 cr
Bhadrak's NABARD plan for 2023-24 estimates Rs 5,354 crore of priority-sector credit potential. Farming and allied activities make up just over half (Rs 2,698 cr, ~50%) and small businesses (MSME) about a third (Rs 1,729 cr, ~32%), with housing (Rs 359 cr) and SHG/other loans (Rs 506 cr) next.
The biggest single opportunity is crop lending (Rs 1,718 cr) - this is a paddy district, grown on about 1.63 lakh hectares, alongside sunflower, mustard, pulses, vegetables, chilli, turmeric and ginger. Because Bhadrak has a 50 km coastline and rivers like the Baitarani and Salandi, fisheries (Rs 169 cr) is the largest term-loan line: 1.2 lakh fishermen produce over 81,000 tonnes a year, and brackish-water vannamei shrimp has strong export demand, with shrimp already sold through Dhamra harbour. Dairy (Rs 151 cr), goat/sheep/pig rearing (Rs 145 cr) and poultry (Rs 96 cr) are all sizeable. On the business side, DIC-identified clusters include rice mills, wood carving, paddy craft, bamboo, golden grass and terracotta, and there is an obvious gap for a sunflower oil unit and more food processing.
The plan's own warnings: Bhadrak floods often, so embankments and drainage in Tihidi, Bhandaripokhari and Dhamnagar are urgent; the district badly needs cold storage and godowns to stop distress sales; and unreliable rural power holds back processing units.
What the plan promotes
- Paddy is the district's mainstay, grown on about 1.63 lakh ha; crop production carries the single largest credit line at Rs 1717.53 cr, with HYV paddy alone projected at Rs 1287.59 cr.
- Fisheries is the biggest term-loan opportunity (Rs 169.35 cr) - 50 km coastline, rivers Baitarani, Salandi, Ganguti, Kapali & Rebo, 1,23,009 fishermen and 81,015 MT annual output (inland 21,330 MT, marine 12,500 MT, brackish-water prawn 7,500 MT); shrimp sold to Falcon, Suryodyog and Magnum via Dhamra fishing harbour.
- Brackish-water shrimp (L. vannamei) has strong export potential - about 3,385 ha found suitable and Odisha targeting Rs 10,000 crore in exports over five years, backed by the 'Promotion of Vannamei Seed Supply' scheme.
- Dairy (Rs 150.61 cr) and poultry (Rs 96.46 cr) offer scope through hybrid layer/broiler units, duck rearing and backyard Vanaraja poultry for women SHGs.
- Sheep, goat and piggery (Rs 145.19 cr) is attractive as mutton and chicken demand rises with new industrial units; commercial goatery and stall-fed kid rearing can be financed.
- Sunflower is scaling up as a commercial crop (2,755 ha targeted for 2022-23) but the district lacks sunflower oil extraction units - a clear processing opportunity.
Gaps the plan names
- Bhadrak is highly flood-prone; embankments and drainage channels are needed to curb recurring floods in Tihidi, Bhandaripokhari and Dhamnagar blocks, and creeks in Tihidi, Chandbali & Basudevpur need renovation and protection from sea-water inundation.
- Inadequate scientific storage - the district needs cold storage and godowns at strategic locations to prevent distress sale and post-harvest loss of paddy, vegetables and eggs.
- No sunflower oil extraction units and inadequate sunflower seed availability limit expansion of this commercial crop.
- Low seed replacement ratio (needs raising to 20-25%), poor crop diversification and weak FPO hand-holding hold back farm productivity; farmers' service centres with soil-testing and market information are needed in each panchayat.
- Erratic rural power supply constrains agro and food processing units; assured low-cost power and solar pump-sets are needed, especially in non-electrified areas.
