Dhenkanal's 2023-24 NABARD credit plan sizes up about Rs 3,258 crore of bankable priority-sector potential. Farming and allied activities make up the bulk at roughly Rs 1,725 crore (about 53%), while MSME adds about Rs 880 crore (about 24%), split into Rs 655 crore of machinery/investment loans and Rs 225 crore of working capital.

The biggest single opportunity is crop lending (~Rs 1,237 crore), led by paddy on 94,680 ha and a large vegetable programme, since paddy covers over half the sown land. The plan is blunt about what blocks credit: crop-loan disbursal keeps falling below half of target, there is no cold storage anywhere in the district (forcing distress sale of vegetables and mango), roughly half the farmland stays rain-fed with many lift-irrigation points dry, dairy suffers a severe fodder shortfall and poor animal health care, and seed replacement is very low with no mega seed-processing unit. MSMEs also need better power, water, land and skilling support.

Gaps the plan names
