You need an FSSAI food licence, Udyam (small business) registration, clean water, a freezer to hold fresh fish, drying equipment and consent from the state pollution board, because smell and fish waste cause complaints if handled badly. The hard part is steady supply: the catch rises and falls with the season, and prices move with it. Keep moisture low, or packs go mouldy on shop shelves. Pickle recipes must be tested so the product stays safe for months.
