Mansa's NABARD credit plan for 2023-24 sizes the district's yearly lending opportunity at about Rs 7,274 crore. Farming and its allied lines make up roughly 85% of that (about Rs 6,193 crore), while small business (MSME) accounts for Rs 831 crore.

The single biggest slice is crop loans at Rs 4,071 crore - wheat, paddy and cotton dominate, with oilseeds, gram and vegetables also grown across the district's 235 villages. On top of routine crop credit, there is roughly Rs 781 crore of term (investment) lending for farmers to build assets: about Rs 212 crore for farm machinery, Rs 208 crore for dairy, Rs 201 crore for irrigation and water works, and Rs 79 crore for fruit crops like Kinnow, grapes, guava and ber.

Other concrete openings include food and agro processing (Rs 22 crore) off Mansa's existing rice, flour and dal mills; cold storage, warehouses and market yards (Rs 108 crore); and fisheries and shrimp farming (Rs 26 crore), with a shrimp demo farm proposed at Mansa. Two NABARD-backed FPOs already handle milk procurement and Verka sales through Milkfed.

The plan is candid about gaps. Term/investment lending keeps falling short of target and sits well below the expected 30% share, so banks are asked to lend more for allied activities. Soil erosion, water-logging and sand dunes need reclamation; veterinary clinics need strengthening for the growing dairy trade; and more tenant farmers must be reached through Joint Liability Groups.

What the plan promotes

  • Crop production is the biggest opportunity at Rs 4071.03 cr; wheat, paddy and cotton are the main crops, with oilseeds, gram and vegetables also grown across the district's 235 villages and 5 blocks (Mansa, Bhikhi, Budhlada, Sardulgarh, Jhunir).
  • Dairy term lending worth Rs 207.75 cr and rising allied activity: two NABARD-supported FPOs procure milk and sell Verka products through Milkfed.
  • Farm mechanisation is the single largest term-loan line at Rs 211.54 cr, alongside water-resource investment of Rs 200.67 cr for micro-irrigation and 'per drop more crop' water conservation.
  • Horticulture on Rs 79.16 cr of plantation/horticulture term credit; the agro-climate suits Kinnow, grapes, guava, ber and aonla fruit crops.
  • Fisheries and shrimp farming: Rs 25.70 cr fisheries potential, an FPO promoted via Expert Skill Development Pvt Ltd, and a proposal for a shrimp demo farm at Mansa with farmer training.
  • Food and agro processing worth Rs 21.68 cr under Agriculture Ancillary, the district's named thrust area to build capital formation off existing rice, flour and dal mills.

Gaps the plan names

  • Investment/term credit has fallen short of target and the term-loan share is well below the expected 30%; banks are urged to lend more under agriculture allied activities.
  • Soil degradation problems - erosion, water-logging and sand dunes - require reclamation, with cultivable-soil reclamation near saturation.
  • Joint Liability Groups need to be promoted so the large number of oral lessees and tenant farmers can access institutional credit.
  • Veterinary hospitals and clinics need strengthening so the growing number of dairy farmers get effective, timely animal treatment.
  • A shrimp-cultivation demo farm should be set up in Mansa with training and inputs to promote fish/shrimp farming.

Value-chain gaps

Money this district loses today

Raw output sold cheap, value added elsewhere — each gap below is an opening for a local business.

Cotton: raw lint → spun yarn & finished textiles

Unverified
Raw 85%Processed 15%

Mansa sits in the Malwa cotton belt and mostly sells raw cotton lint and bales to mills elsewhere at commodity prices. Spun yarn, and beyond it greige and finished fabric, command several times the raw-lint value and feed the wider textile chain. Expanding local spinning and weaving lets the district capture the processing margin instead of exporting the crop raw.

Growth signal

Demand for cotton yarn and value-added textiles is supported by domestic and export apparel growth.

Farm implements: raw fabrication → branded agri-machinery

Unverified
Raw 85%Processed 15%

Mansa's farm-implement units largely sell unbranded fabricated tools to local traders at thin margins. Branded, quality-certified seed drills, threshers, and tillage tools sold direct to dealers and across states command far more than commodity fabrication. Building district brands and direct dealer networks captures the value now lost to middlemen.
