Bhilwara's 2023-24 credit plan sizes up Rs 9,913.91 crore of priority-sector lending potential. Farm and farm-linked activity make up half of it (Rs 4,972.29 cr, 50.16%), and industry (MSME) is nearly the other half at Rs 4,048.34 cr (40.83%) - a reminder that Bhilwara is as much a factory town as a farming district.
On the land side, the plain crop loan is the biggest single opportunity at Rs 3,343.03 cr, covering maize, wheat, gram, mustard, BT cotton and guar. Livestock is a real strength: dairy term loans of Rs 360.12 cr (the district has 1,136 milk cooperatives and its own dairy that collects from every block) and sheep-goat-piggery loans of Rs 226.98 cr. Farmers can also borrow for farm machinery (Rs 509.30 cr) and horticulture (Rs 111.10 cr). Food and agro-processing, especially milk-based units, has clear headroom at Rs 79.55 cr.
On the industry side, Bhilwara is famous as a textile city for synthetic and cotton-blend cloth and yarn, plus soapstone, china clay and zinc-lead mining - MSME investment credit alone is Rs 2,727.84 cr.
The plan's own warnings: all 14 blocks are over-exploited for groundwater and new wells are not allowed; storage is far too small (116,080 MT of godowns against 1,224,000 MT of output); and rural power supply falls short, making solar and wind important.
What the plan promotes
- Crop loan is the biggest opportunity at Rs 3343.03 cr (33.74% of plan); Bhilwara grows maize, jowar, urad, bajra, moong, til and groundnut in kharif and wheat, gram, barley and mustard in rabi, plus BT cotton and guar as cash crops
- MSME credit potential of Rs 4048.34 cr (40.83%), with investment credit Rs 2727.84 cr and working capital Rs 1320.50 cr; Bhilwara is nationally known as a textile city (vastra nagari) for synthetics and cotton-blended fabric and synthetic yarn
- Dairy is a district thrust area with term-loan potential of Rs 360.12 cr; Bhilwara leads in milk production, has 1136 dairy cooperative societies and Bhilwara Dairy procures milk from all blocks
- Farm mechanisation term loans of Rs 509.30 cr - the single largest agriculture term-loan sub-line
- Sheep, goat and piggery term loans of Rs 226.98 cr, backed by large livestock (830 thousand goats, 359 thousand sheep) in the district
- Food and agro processing potential of Rs 79.55 cr under ancillary activities; the PLP flags high scope for setting up milk-based processing units
Gaps the plan names
- All 14 blocks of Bhilwara are notified as Critical / Over-Exploited for groundwater; the government does not permit new wells, borewells or tubewells for irrigation, which constrains farmers
- Severe shortage of godown and cold storage: total godown capacity is only 116080 MT against total production of 1224000 MT, and warehouses stay fully stocked right after harvest each year
- Grameen Godown (rural warehouse) scheme needs stronger promotion, with bank-financed rural godowns built by progressive farmers to close the storage gap
- Rural power shortage and a widening gap between electricity demand and supply; remote areas beyond the grid must rely on local sources, so solar plants and wind mills are needed for reliable farm-input energy
- Rural infrastructure (roads, drinking water, schools, health, sanitation, agri/rural marketing) needs strengthening to lift base-level credit flow
