Karauli's NABARD credit plan for 2023-24 sizes up about Rs 2,118.76 crore of lending potential. Farming and allied work dominate — roughly Rs 1,573 crore (74%) — while small business (MSME) accounts for Rs 365 crore (17%), split between about Rs 250 crore of term/investment loans and Rs 115 crore of working capital.
The single biggest opportunity is the ordinary crop loan at Rs 1,097 crore (52% of the whole plan), covering bajra, maize, groundnut, jowar, arhar, wheat, gram, sesame and mustard. Beyond that, three clusters stand out. Livestock is strong: dairy loans of about Rs 30 crore, plus sheep, goat and poultry lending on the back of large buffalo and goat herds. Horticulture in the Dang belt — amla, mango, lemon and medicinal plants — is a flagged growth area. And food and agro processing carries about Rs 127 crore, well suited to cooperative units and farmer producer companies. On the non-farm side, Karauli's industry runs on stone (marble, slate, sandstone), guar gum, metal and wood handicrafts and textiles.
The plan is candid about what holds the district back: poor seed and fertiliser supply, weak veterinary services and patchy power; no private farm-advice network; and for industry, a shortage of industrial land and skilled artisans, high input taxes, and slow bank finance. It calls for a common effluent treatment plant, a product-testing lab, new artisan clusters and reliable electricity.
What the plan promotes
- Crop loan potential of Rs 1097.52 cr (51.80% of the whole plan) for Karauli's main crops — bajra, maize, groundnut, jowar and arhar, wheat, gram, sesame and mustard grown on ~3.03 lakh ha gross cropped area.
- Horticulture and medicinal crops are a named thrust area: amla, mango and lemon orchards plus medicinal-plant cultivation in the Dang belt; plantation & horticulture (incl. sericulture) potential Rs 28.32 cr.
- Animal husbandry is a leading opportunity — dairy term loans Rs 30.53 cr, poultry Rs 5.47 cr, sheep/goat/piggery Rs 13.47 cr, plus Rs 21.17 cr KCC working capital for livestock; large buffalo (5.18 lakh) and goat (3.40 lakh) populations.
- Food and agro processing carries Rs 127.10 cr of potential; the PLP flags strong scope for cooperative-run processing units (PACS/KVSS) and aggregator-led FPOs.
- Agriculture infrastructure Rs 150.62 cr — storage godowns and marketing yards (Rs 95.03 cr), land development/watershed works and seed processing/vermicomposting units.
- MSME potential Rs 365.33 cr anchored on five industry clusters: stainless-steel/metal and wood handicrafts, guar gum, stone processing (marble, slate, sandstone) and textiles; investment credit Rs 249.94 cr vs working capital Rs 115.39 cr.
Gaps the plan names
- Non-availability of quality seeds and fertilisers, weak veterinary services and unreliable power supply are the district's top constraints; the PLP asks all agencies to jointly address these.
- Karauli has no private agri-extension: agricultural services are delivered only through government departments and institutions, so setting up agri-clinics/agri-business centres is a priority intervention.
- MSME/industry constraints: shortage of industrial land, scarcity of skilled artisans, high tax on raw materials, incomplete power supply to established units and delayed bank finance — the state is asked to allot land and ensure uninterrupted power.
- No common effluent treatment plant (CETP) and no product testing/certification lab before shipment; the PLP recommends setting up a CETP and testing/certification lab to support stone, textile and food-export units.
- District Industries Centre should develop new artisan clusters (carpet, leather footwear, sculpture, terracotta) and revive handicraft/carpet weaving; banks should push credit-guarantee-backed working capital so units run smoothly.
