You need a factory licence, an FSSAI food licence, fire safety and pollution control board clearances, and a strong power connection, since electricity is a major running cost. Other ice sellers already serve the harbour, so you must win boat owners on steady supply and fair rates. Land near the harbour is scarce and costly, and the store must stay full through lean months, including the yearly fishing ban season on the east coast. Low-lying sites flood, so floors and machinery must sit high.
