NABARD's Potential Linked Credit Plan for Kanyakumari (2023-24) sizes the district's bankable opportunity at ₹15,547 crore, up 23.59% year-on-year — agriculture takes ₹8,448 crore, MSME ₹2,120 crore, export credit ₹1,600 crore and housing ₹810 crore. The credit machinery is strong (CD ratio 108.1%, 435+ branches including PACS), but land is the binding constraint: holdings average 0.22 ha, urbanization is 82.3%, and the PLP bluntly says MSME is underdeveloped because land costs are very high. The plan points at three coastal-and-plantation plays.
