NABARD's Potential Linked Credit Plan for Thoothukudi (2023-24) pegs the district's bankable credit potential at ₹13,983 crore — 5% above the previous year's PLP and 10% above the ACP target. Agriculture carries ₹8,945 crore of that and MSME ₹2,760 crore, and the money already moves: the CD ratio ran 104.8% in 2020-21 across 263 bank branches.
What makes Thoothukudi different is the coast. The district produces 70% of Tamil Nadu's salt (30% of India's), runs 163.5 km of coastline past Thoothukudi Harbour — the 'Southern Gateway of India' — and its sand carries garnet, ilmenite, rutile and zircon. Yet the PLP flags that export finance for shrimp cultivation is 'very minimal' and fisheries infrastructure underbuilt, even with ₹258 crore of fisheries potential and NABARD pushing Integrated Mangrove Fish Farming in coastal blocks. Palmyra is the One District One Product with 'tremendous export potential' and no organized value chain behind it.
Inland, three Tamirabarani-basin blocks grow irrigation-intensive paddy and banana while nine blocks stay fully rain-fed on pulses, oilseeds and millets — and the Tamirabarani channel itself is silting behind encroached feeder channels. Allied agriculture is the quiet heavyweight: poultry alone holds ₹437 crore of potential, dairy ₹331 crore on 178 milk societies, sheep/goat/piggery ₹301 crore. For MSME builders, SIPCOT estates, SPIC, the Heavy Water Plant and the zirconium complex anchor an industrial base the plan explicitly wants young entrepreneurs to feed through manufacturing and services.
What the plan promotes
- Palmyra value chain — the district's One District One Product and key commercial cash crop, called out in the PLP for 'tremendous export potential' with no organized value chain yet
- Fisheries and shrimp aquaculture (₹257.75 cr potential) — 163.5 km of coastline where fishing is a predominant activity; NABARD is promoting Integrated Mangrove Fish Farming in coastal blocks
- Salt and marine chemicals — Thoothukudi produces 70% of Tamil Nadu's and 30% of India's salt (second only to Gujarat); salt panning is a named predominant economic activity
- Mineral-based industries — coastal sand rich in garnet, titanium, ilmenite, rutile and zircon, with Zirconium Industries already operating in the district
- Poultry (₹437.11 cr) — the largest allied-agriculture line, ahead of dairy ₹330.78 cr (178 Milk Producer Cooperative Societies) and sheep/goat/piggery ₹300.90 cr
- MSME manufacturing (₹2,759.85 cr) — SIPCOT industrial estates, SPIC, Heavy Water Plant, Power Grid and thermal power station anchor an industrial base the PLP wants youth-led manufacturing and services to feed
Gaps the plan names
- Tamirabarani Irrigation Channel feeder channels silted and encroached — tank storage poor, bunds weakened over the years, causing erosion and run-off
- Fisheries infrastructure underbuilt for a 163.5 km coastline — the PLP explicitly asks for emphasis on promoting infrastructure for fisheries sector development
- Export finance for shrimp cultivation 'very minimal' in the district — banks asked to extend export credit support in the fisheries sector
- Only one agricultural marketing society (TPCMS) serves the entire district — marketing infrastructure for a predominantly agrarian district is thin
- Only 16.53% of net sown area irrigated and nine of twelve blocks fully rain-fed — water management and conservation flagged as drought and cyclone incidence becomes more frequent

About Thoothukudi
Thoothukudi anchors V.O. Chidambaranar Port — India's tenth major port and second-largest after JN Port (Mumbai) — and supplies ~one-third of India's salt via ancient solar-evaporation pans. The district is also home to the historic pearl fishery ("Pearl City") and to a thermal-power cluster. Three local products — Thoothukudi salt, Authoor Poovan banana, and Villiseri lemon — have GI applications in process.
