NABARD's Potential Linked Credit Plan for Siddipet (2023-24) sizes the district's bankable opportunity at ₹5,579.58 crore. Agriculture and allied activities dominate at about 81% (₹4,509.13cr), with MSME at 12% (₹661.94cr) and the rest — housing, education, renewable energy and social infrastructure — making up the final 7%.
For an entrepreneur, three clusters stand out. First, crop production alone is ₹3,087.19cr — over half the plan — because paddy and cotton run across 3.29 lakh ha at 160% cropping intensity. Second, food and agro processing is a named thrust area but only ₹40.57cr is planned today, even though the district produces 14 lakh MT of farm produce, 2.48 lakh MT of milk and 66,000 MT of chicken and meat each year; this is the clearest white space. Third, animal husbandry and plantation lending — dairy ₹32.14cr, poultry ₹34.22cr, sheep/goat/piggery ₹23.75cr and plantation/horticulture ₹100.74cr — is backed by 32 active FPOs and the Kaleswaram Project adding roughly 1 lakh ha of fresh command area. MSME credit of ₹661.94cr taps the district's nearness to Hyderabad and its automobile, pharma and hospitality units.
The PLP's own complaint: too little crop diversification, over-reliance on groundwater and on Government paddy/cotton purchases, weak value-addition and marketing infrastructure, and a shortage of cold storage (just 5,500 MT) for perishables.
What the plan promotes
- Crop production, maintenance & marketing is the largest opportunity at ₹3,087.19cr (55% of plan); the district grows paddy, maize, cotton, pulses, oilseeds and vegetables with a cropping intensity of 160%
- Food processing and value addition is a named thrust area — only ₹40.57cr is currently planned, and the PLP wants infrastructure, credit and marketing for it given the district's 14 lakh MT of farm produce, 248000 MT of milk and 66000 MT of chicken/meat
- Plantation & horticulture (including sericulture) term lending of ₹100.74cr, supported by Kaleswaram Project adding about 1 lakh ha of new command area for oil palm and other crops
- Dairy (₹32.14cr), poultry (₹34.22cr) and sheep/goat/piggery (₹23.75cr) animal-husbandry lending, backed by a herd of 49000 crossbred cattle, 7800 crossbred poultry and 200 dairy cooperative societies
- NABARD has promoted 21 FPOs and another 11 are being promoted under the 10,000 FPO programme; 32 FPOs now operate in the district, opening aggregation, processing and marketing ventures
- MSME credit of ₹661.94cr, with skill-led job opportunities in automobile, pharma and hospitality industries thanks to proximity to Hyderabad (3377 UDYAM units; ₹2,239cr invested under 358 TS-iPASS units)
Gaps the plan names
- Low crop diversification and very high dependency on groundwater (bore wells and dug wells), pushing farmers into water-hungry paddy instead of higher-return crops
- Non-availability of adequate value addition and marketing infrastructure, plus reluctance of bankers and labour issues holding back priority-sector lending
- MSMEs have made little foray into food processing and value addition — a clear gap the PLP wants filled
- Need for more storage space, especially for produce with low shelf life; cold-storage capacity is only 5500 MT against godown capacity of 237650 MT
- Indiscriminate use of fertilizers and pesticides (fertilizer use up 123% in two years) hurting soil fertility, worsened by the ill-effects of climate change
