Doab rice mill with branded aromatic line

Unverified

Fatehpur sits in the Doab paddy belt but ships raw paddy out at commodity rates. A modern rice mill that grades, mills, and brands a regional aromatic line captures the milling and packaging margin local farmers currently give away.

Fatehpur's 2023-24 credit plan sizes total priority-sector lending potential at about Rs 3,507.80 crore. Farming dominates: agriculture and allied activities together make up roughly Rs 2,555.81 crore (about 73%), while MSME is the next biggest at Rs 600.01 crore (about 17%), split into Rs 369.79 crore of term/investment loans and Rs 230.22 crore of working capital.

Most of the farm money is plain crop loans for growers of paddy, bajra and maize in the kharif season and wheat, gram and mustard in rabi (Rs 1,951.57 crore of crop-cycle credit for the district's 3.13 lakh farmers, most of them small and marginal). Beyond crops, the strongest opportunities are farm machinery (Rs 175.68 crore), dairy (Rs 165.58 crore, backed by a big cattle and buffalo herd), minor irrigation (Rs 55.14 crore), poultry (Rs 42.99 crore) and food and agro-processing (Rs 26.81 crore), which builds on the district's 422 rice and dal mills. Fatehpur sits on the Kanpur-Prayagraj rail and road corridor, giving good market reach.

The plan flags real bottlenecks: a low loan-to-deposit (CD) ratio of just 46%, too little medium-term investment lending (term loans are only about a quarter of farm credit), many farmers still outside the Kisan Credit Card net, and a general shortage of basic infrastructure across farming, irrigation, storage and animal husbandry.

See the plan's recommendations

What the plan promotes

  • Agriculture is the district's main activity: 3.13 lakh farmers (2.75 lakh small and marginal); kharif crops are paddy, bajra and maize, rabi crops are wheat, barley, gram and mustard, with 4,22,126 hectares reported area.
  • Crop production, maintenance and marketing is the biggest credit line at Rs 1951.57 cr, driven by expanding KCC crop-loan coverage to all eligible farmers.
  • Farm mechanisation carries strong potential at Rs 175.68 cr, the largest agri term-loan sub-line.
  • Dairy is a major allied cluster at Rs 165.58 cr, supported by a large cattle and buffalo base and milk production; a special KCC campaign for animal husbandry and fisheries was run through weekly camps.
  • Minor irrigation / water resources potential is Rs 55.14 cr against irrigation coverage of about 3,17,640 hectares.
  • Poultry (Rs 42.99 cr) and sheep-goat-piggery (Rs 2583.43 lakh, Rs 25.83 cr) add to the livestock economy; fisheries potential is Rs 8.47 cr.

Gaps the plan names

  • Shortage of basic infrastructure across sectors (agriculture and horticulture, land development and minor irrigation, financial inclusion and credit delivery, animal husbandry) is the district's key constraint; building this infrastructure is seen as the route to large employment gains.
  • Low credit-deposit (CD) ratio: the district's CD ratio was only 46% in 2021-22, and raising it is a stated 2023-24 thrust area.
  • Weak flow of term/investment credit: term loans are only about 26% of total agriculture credit, so banks are urged to lift medium-term lending for asset and capital formation in rural areas.
  • Many farmers are still not covered under KCC; banks must connect small, marginal and tenant farmers, sharecroppers and agricultural labourers through Joint Liability Groups (JLGs).
  • Lead-bank data reporting is delayed (LBR-2 and LBR-3 not received on time), hampering monitoring of the district credit plan.

Value-chain gaps

Money this district loses today

Raw output sold cheap, value added elsewhere — each gap below is an opening for a local business.

Bedsheets: woven cloth → branded home-textile line

Unverified
Raw 85%Processed 15%

Fatehpur's ODOP bedsheet and home-textile cluster mostly sells greige and basic bedsheets wholesale to traders at thin margins. Designed, branded bedsheet and home-linen sets for modern retail and online channels command several times the wholesale price. A design-and-brand-led unit captures the markup that currently flows downstream.

Iron fabrication: raw fab work → branded engineered products

Unverified
Raw 80%Processed 20%

Fatehpur's ODOP iron-fabrication units do job-work and rough fabrication sold by weight to traders. Finished, certified and branded fabricated products such as gates, furniture and fittings command several times the per-kg fabrication rate. Owning design, finish and brand keeps the value-add in the district instead of with assemblers downstream.
