NABARD's plan for RaeBareli · PLP 2023-24

₹381 cr

Term loans for agriculture & allied activities

Raebareli's NABARD credit plan for 2023-24 sees about Rs.3,129 crore of lending potential across all priority sectors. Farming and its allied lines dominate, making up roughly 82% (about Rs.2,576 crore), while small and medium businesses (MSME) account for about Rs.381 crore (12%).

The single biggest opportunity is everyday crop farming at about Rs.2,006 crore — the district has 2.24 lakh hectares of net sown land, 91% of it irrigated, and grows mostly paddy and wheat. Among longer-term investment loans, dairy stands out at about Rs.166 crore (with milk output near 1,017 lakh litres), followed by farm mechanisation (~Rs.97 crore) and food & agro-processing (~Rs.94 crore), where 752 grain, flour, dal and oil units already run. There is also room for cold storage and warehousing worth about Rs.62 crore, plus poultry, goat-rearing and fisheries.

The plan is candid about what holds the district back: shortages of good seed, fertiliser, nursery stock and veterinary care; weak crop marketing and too few rural markets (haats); sodic soil and falling groundwater; and defunct old milk routes with no chilling units. It suggests reviving milk routes, building bulk milk coolers, adding para-vet training, and using RIDF funds to fix roads, bridges and irrigation.

What the plan promotes

  • Crop production, maintenance & marketing is the single largest opportunity at Rs.2006.16 cr; Raebareli has 224310 ha net sown area with 91% irrigated and cropping intensity of 1.62, led by paddy (528381 MT) and wheat (243689 MT)
  • Dairy is the biggest investment-credit line at Rs.166.18 cr, backed by a large bovine population and milk output of ~1017 lakh litre; PLP calls for reviving old milk routes and setting up bulk milk chilling units on milk routes
  • Farm mechanisation potential of Rs.97.01 cr, with 11082 tractors and 167 power tillers already in the district
  • Food & agro-processing potential of Rs.93.61 cr; 752 grain/flour/dal/oil units and 39 spice units already operate, plus scope in fruit, vegetables, medicinal & aromatic plants
  • Storage & marketing infrastructure (warehouse, godown, cold storage) worth Rs.61.50 cr identified as a priority build-out
  • MSME credit potential of Rs.381.32 cr (Rs.237.83 cr term + Rs.143.50 cr working capital) served by a network of 334 bank branches

Gaps the plan names

  • Poor availability of quality inputs: good-quality seed, fertiliser, nursery stock, veterinary services and poultry hatchery units, plus unreliable power supply along milk routes
  • Weak and fragmented marketing system for non-food crops and farm produce, and a shortage of developed rural haats (markets)
  • Sodic land and falling groundwater levels constrain agriculture; inadequate forest cover and no integrated system for minor irrigation and water harvesting
  • Old milk routes lie defunct and there are no bulk milk chilling units on milk routes; para-vet training is lacking
  • Gaps in large-scale afforestation, animal quality improvement, and rural skill & entrepreneurship development

Value-chain gaps

Money this district loses today

Raw output sold cheap, value added elsewhere — each gap below is an opening for a local business.

Mango: raw fruit → pulp, slices & branded preserves

Unverified
Raw 85%Processed 15%

Raebareli's mango orchards move fruit at seasonal-glut mandi prices, with surplus and lower grades fetching little. Processing into mango pulp, dried slices, pickle and branded preserves commands a multiple of the raw price and absorbs the seasonal surplus that otherwise spoils. A modest local processing unit converts a perishable glut into shelf-stable branded products.

Wood: raw timber → finished branded furniture & decor

Unverified
Raw 85%Processed 15%

Raebareli's wood-work craft base (ODOP) often sells semi-finished pieces and raw woodwork to traders who do the finishing, polishing and branding downstream. Producing finished, design-led furniture and decor under a district brand — sold direct and online — captures the value that now accrues to distant retailers, at a clear multiple over unfinished output. The artisan skill is present; finishing and branding is the gap.

Growth signal

India's online furniture and home-decor market is growing at a strong double-digit CAGR.
