NABARD's plan for Nainital · PLP 2023-24

₹3,298 crof bankable credit potential identified by the government

MSME (micro, small & medium enterprises)

₹1,508 cr

Term loans for agriculture & allied activities

₹1,056 cr

Crop production, maintenance & marketing

₹637 cr

Housing

₹271 cr

Nainital's 2023-24 credit plan sizes up about ₹3,298 crore of lending potential. The two big engines are farming and small business: agriculture is ₹1,310 crore (about 40% of the plan) while MSME is the single largest slice at ₹1,508 crore (about 46%), split into ₹793 crore of term loans and ₹715 crore of working capital.

On the farm side, crop loans lead at ₹637 crore, but the standout allied opportunities are dairy (₹156 crore) — roughly 51,000 farmers already sell to the Lalkuan milk union — plus farm mechanisation (₹76 crore) and fruit, plantation and horticulture (₹63 crore) covering apple, peach, litchi, amla and mango. Ginger is a signature cash crop that has pushed Uttarakhand into India's top ten ginger states. Food and agro-processing adds ₹81 crore. Business and services cluster around the Haldwani-Kathgodam industrial belt, the Pantnagar/Sitarganj area, and hill tourism (hotels, guiding, adventure sports). Housing (₹271 crore) and education (₹99 crore) round out household lending.

The plan's own warnings: about 90% of farmers are small or marginal and struggle to market produce, so more FPOs are needed; livestock and fishery KCC has barely started; dairy needs better breeds, vets, fodder and cold-chain; and last year crop-loan and farm-infrastructure targets were badly under-achieved, calling for tighter bank follow-up.

See the plan's recommendations

What the plan promotes

  • Dairy is the largest allied opportunity at 155.83 Cr; about 51,000 farmers are linked to the Lalkuan Dugdh Sangh milk union and KCC uptake for animal husbandry can lift credit flow.
  • Ginger is a signature cash crop; Nainital's ginger output has helped make Uttarakhand one of India's top ten ginger-producing states.
  • Horticulture and plantation & sericulture together carry 62.80 Cr potential, spanning apple, peach, apricot, pear, plum, litchi, amla, guava and mango.
  • Farm mechanisation is assessed at 76.31 Cr, reflecting scope for tractors and implements across the plains and hill blocks.
  • Food and agro-processing under ancillary activities carries 80.69 Cr, backed by the district's fruit, spice and cereal base.
  • MSME is the single biggest sector at 1508.31 Cr (792.90 Cr term + 715.41 Cr working capital), anchored by the Haldwani-Kathgodam industrial belt and Pantnagar/Sitarganj area.

Gaps the plan names

  • About 90% of the district's farmers are small and marginal and cannot market their produce well, so more farmer producer organisations (FPOs) are needed to aggregate and get better prices.
  • Livestock and fisheries KCC has barely taken off despite RBI's 2019 directive; banks must proactively extend animal-husbandry and fishery KCC limits to farmers.
  • The dairy activity needs better access to good-breed milch animals, more veterinary hospitals and vets, quality fodder, artificial-insemination facilities, and stronger milk collection, processing, transport and marketing infrastructure.
  • Small, marginal, tenant and share-cropper farmers and agricultural labourers should be brought into credit through the Joint Liability Group (JLG) route.
  • Crop-loan achievement was only 61.76% and agriculture-infrastructure achievement just 1.76% of target, so quarterly review of the plan at BLBC, DCC and DLRC forums must be intensified.

Value-chain gaps

Money this district loses today

Raw output sold cheap, value added elsewhere — each gap below is an opening for a local business.

Aipan craft: folk motifs → branded decor, stationery & gifting

Unverified
Raw 85%Processed 15%

Nainital's Aipan folk artists are often paid per-piece for designs that traders apply to products and sell on the finished value, despite Aipan being the district ODOP. Branded Aipan home-decor, stationery, textiles and tourist gifting — carrying the motif to the buyer directly through curated retail and e-commerce — command several times the artist's piece-rate. A design-led craft brand captures the margin intermediaries take today.

Growth signal

Demand for regional folk-art home decor and gifting is growing through tourism and e-commerce.

Hill fruit: raw produce → jams, juices & dried preserves

Unverified
Raw 85%Processed 15%

Nainital's hill horticulture sells apples, plums and peaches fresh at mandi prices, with surplus and bruised fruit lost to spoilage and lake-district transport. Jams, juices, fruit leather and dried preserves command a strong premium and turn perishable fruit into shelf-stable products sold to tourists and online buyers. Local processing plus a hill-origin brand keeps margin in the district instead of losing it to distance and waste.
