NABARD's 2023-24 credit plan for Kolkata says the city's small industries still need help getting fire licences and linking the trade licence to the fire licence. The hard part is property: old Kolkata buildings often carry tenancy disputes and title problems, and repairs can cost more than planned once work starts. Set rents small units can afford, or bays will sit empty.
