NABARD's 2023-24 credit plan for Kolkata lists cold storages on the city fringes as part of cold chains, with 5 units and a bank loan of ₹20.00 crore. It also lists food-processing and sweet units and reefer vans (refrigerated vans) for bank funding. Kolkata's large wholesale fruit, vegetable and fish markets feed the whole city, and much of this food spoils fast in the humid heat.
This needs land with good road access on the edge of the city, since open land inside Kolkata is scarce. You also need a state cold storage licence (with permission before you build), a fire licence, a strong power connection with diesel backup, and trained refrigeration staff. The hard part is money and filling the space: the building and cooling plant cost a lot, and half-empty chambers still use a lot of power.
