Nagpur's 2023-24 credit plan sizes up about Rs.15,734 crore of lending opportunity. The split is unusual for a farm-heavy region: industry leads. MSME alone is Rs.9,500 crore (about 60% of the plan), while all of agriculture and allied activity is Rs.5,251 crore (about 33%). The rest — housing, education, renewable energy, social infrastructure and export credit — makes up the small remainder.
On the farm side, ordinary crop loans dominate at Rs.3,250 crore, mostly for soybean, cotton, paddy and tur in the monsoon season and wheat and gram in winter. Nagpur is India's recognised orange city, so fruit and plantation lending (oranges, mango, sweet lemon) is worth Rs.107 crore, with dairy at Rs.208 crore and sheep/goat/piggery at Rs.120 crore. Building storage is a clear theme: godowns and market yards alone account for Rs.343 crore, and food and agro-processing units (dal mills, flour mills, cold stores) for Rs.251 crore. NABARD-backed producer companies are already running in Bhivapur, Katol and Ramtek.
The plan flags real bottlenecks. Warehousing at APMC, cooperative and producer levels is thin and needs upgrading. Horticulture loses up to 20% of produce after harvest, which good cold storage could cut to 5%. Small enterprises lack common facility centres, skill training and easy working capital, and organic farmers lack testing labs and market access. Patchy power supply remains a drag.
What the plan promotes
- Crop loans assessed at Rs.3250.03 cr for kharif soybean/cotton/paddy/tur and rabi wheat/gram; scale of finance for major crops revised upward
- Nagpur is the country's recognised mandarin orange city; plantation & horticulture (oranges, mango, sweet lemon, aonla, custard apple) credit potential Rs.106.93 cr, also identified nationally for Mandarin Oranges
- Dairy term-loan potential Rs.208.31 cr and sheep/goat/piggery Rs.119.96 cr; poultry Rs.57.35 cr across animal husbandry
- MSME is the largest opportunity at Rs.9500.04 cr (60.38% of plan), powered by four MIDCs and major output in food & beverage, tobacco products, textile and leather
- Agriculture infrastructure Rs.500.04 cr (up 92%), led by storage godowns and market yards at Rs.342.56 cr under the Agriculture Infrastructure Fund
- Food & agro processing potential Rs.250.76 cr to set up dal mills, flour mills, pulses/fruit/vegetable processing and cold storages
Gaps the plan names
- APMC-level procurement needs heavy infrastructure investment; MSWC warehousing capacity and PACS-level godowns need expansion and modernisation through MSAMB schemes, bank finance and NABARD WIF
- Post-harvest losses of horticulture produce must be cut from 20% to 5% by creating additional cold-storage capacity; weak post-harvest management at farm level depresses farmer prices
- Pledge finance and market linkage to food/agro processing units need promotion via MoUs between agencies and banks; cooperatives/APMCs/entrepreneurs should set up dal mills, flour mills, cold storages and mini slaughter houses
- Common Facility Centres and job-oriented skill training needed for MSME growth; banks should set up exclusive offices for small-industry appraisal and extend adequate working capital
- Marketing facilities and certifying laboratories for organic farming products are lacking, limiting adoption of organic and traditional chemical-free cultivation
