NABARD's plan for Tamenglong · PLP 2023-24

₹78 crof bankable credit potential identified by the government

Crop production, maintenance & marketing

₹49 cr

MSME (Micro, Small & Medium Enterprises)

₹10 cr

Term loans for agriculture & allied activities

₹9 cr

Agriculture infrastructure

₹3 cr

Tamenglong district (planned jointly with Noney) has a total priority-sector credit potential of about Rs 77.53 crore for 2023-24. Farming dominates: agriculture makes up roughly 81% (Rs 63.15 cr), while MSME/small business accounts for about Rs 9.99 cr and everything else -- housing, education, export credit, renewable energy and social infrastructure -- makes up the rest.

The biggest opportunity is crop production and marketing (Rs 49.30 cr), built on paddy plus oil seeds, maize, pulses, vegetables and fruit crops like pineapple, orange and banana. Plantation and horticulture (Rs 3.15 cr) and animal husbandry are the standout allied clusters -- sheep, goat and piggery alone carry Rs 2.14 cr, reflecting local food habits. On the non-farm side, handloom and handicrafts (159 weaving cooperatives) and food & agro processing (Rs 1.56 cr) are flagged for growth, and a new Farmer Producers Organisation is being set up on a One District One Product basis, with cold chains and warehouses planned through the Agriculture Infrastructure Fund.

The plan is frank about what holds the district back: dependence on the monsoon and traditional cultivation, few storage and processing units, no regulated markets, transport bottlenecks and poor roads, weak supply of quality inputs and improved animal breeds, and a community land-holding system that makes it hard for marginal farmers to access credit.

What the plan promotes

  • Paddy is the main crop, with oil seeds, maize, pulses, vegetables and potato also grown; pineapple, orange, banana, papaya and lemon are the major fruit crops
  • Plantation & horticulture including sericulture is the single largest agri term-loan line at Rs 3.15 cr, reflecting the district's fruit-crop base
  • Animal husbandry has huge potential given local food habits, especially sheep/goat/piggery (Rs 2.14 cr), dairy (Rs 0.51 cr) and poultry (Rs 0.38 cr)
  • Formation of a Farmer Producers Organisation (FPO) under the Central Sector Scheme for 1000 FPOs (Ministry of Agriculture), promoted on the One District One Product line
  • Post-harvest infrastructure -- warehouses, silos, cold chains and supply-chain services -- to be built through the Agriculture Infrastructure Fund to double farmer incomes
  • Handloom and handicrafts identified as an MSME thrust area, backed by 159 handloom/weaving cooperatives in Tamenglong

Gaps the plan names

  • Heavy dependence on the monsoon and traditional methods of cultivation limit crop production and productivity
  • Lack of storage and processing units plus absence of regulated/market yards leaves produce without a stable outlet
  • Transportation bottlenecks and poor road/communication connectivity restrict market access across the hilly terrain
  • Shortage of technical guidance, quality inputs and fertilisers, along with inadequate credit inputs, holds back farmers
  • For animal husbandry: limited supply of improved breeds of cattle and pigs, shortage of concentrated feed and weak extension services

Value-chain gaps

Money this district loses today

Raw output sold cheap, value added elsewhere — each gap below is an opening for a local business.

Bamboo: raw poles → shoots / boards / crafts

Unverified
Raw 90%Processed 10%

Tamenglong's abundant bamboo leaves the district as raw poles for negligible value. Canned and pickled bamboo shoots, engineered board, incense sticks and finished crafts each fetch a multiple of the raw-pole price. A treatment-and-processing cluster would convert a renewable hill resource into steady income.

Tamenglong Mandarin: raw fruit → juice / branded GI packs

Unverified
Raw 85%Processed 15%

The famed Tamenglong Mandarin is sold as raw fruit at low farmgate prices during a short season, and much spoils on the long road out. GI-branded retail packs, cold-pressed juice, squash and marmalade command several times the raw price, and the peel can yield essential oil. A juicing-and-bottling unit tied to the GI tag would let the belt sell processed citrus year-round.

Growth signal

GI-tagged regional fruit products are seeing growing premium-retail demand in Indian metros.
