Puri's NABARD credit plan for 2023-24 sees about Rs 4,853 crore of lending potential. Farming and allied work make up the largest share at Rs 2,292 crore (47%), while small businesses (MSME) account for Rs 1,618 crore (33%).

The biggest single opportunity is ordinary crop loans at Rs 1,483 crore — this is paddy country, with Kharif rice followed by Rabi pulses and oilseeds, and a high cropping intensity of 188%. Beyond crops, the plan points to a few clear clusters. Dairy is the standout allied activity at Rs 149 crore, helped by NABARD's push on improved (sexed-semen) breeding, chilling plants and milk-processing units. Fisheries carry Rs 112 crore, backed by the 155 km coastline and Chilika lake. Farm machinery (Rs 127 crore) and food & agro-processing (Rs 77 crore) round out the farm side. On the non-farm side, housing gets Rs 201 crore and SHG/JLG group lending Rs 681 crore. Handicrafts — Pipili applique and coconut-shell craft — and temple-and-Konark tourism give Puri extra commercial pull.

The plan is candid about what holds the district back: too few processing units for milk, vegetables and pulses; farmers not knowing about government schemes; shortages of quality seed and fertiliser; weak marketing support and few local equipment dealers; and unreliable power. Waterlogging, salinity, cyclones and floods add real risk along the coast.

What the plan promotes

  • Total PLP potential of Rs 4,852.98 crore for 2023-24, led by crop production at Rs 1,482.65 crore (30.55%) and MSME at Rs 1,617.91 crore.
  • Paddy is the dominant crop with 508500 MT produced in 2020-21 over 114156 ha; vegetables (223389 MT) and spices are also significant; cropping intensity is a high 188%.
  • Dairy is the largest allied term-loan opportunity at Rs 149.42 crore, backed by NABARD's dairy development through Sorted Sex Semen and commercial dairying, chilling plants and milk processing units.
  • Fisheries and pisciculture carry Rs 112.06 crore of term-loan potential, aided by the 155 km Bay of Bengal coastline and Chilika, the largest brackish-water lake in Asia.
  • Farm mechanisation (Rs 127.48 crore) and water resources (Rs 81.01 crore) are the next-largest farm-investment lines.
  • Thrust areas for 2023-24 are promotion of FPOs, Integrated Farming System, livelihood activities via training, MSME, Housing and SHG credit, with larger SHG loan sizes as directed by the Govt. of Odisha.

Gaps the plan names

  • Lack of processing units for milk, vegetables and pulses within the district.
  • Lack of information among farmers about various government schemes.
  • Non-availability of quality seeds, fertilisers and other quality inputs.
  • Need for marketing support for agricultural produce and for local dealers of farming equipment.
  • Need for uninterrupted power supply for farms and enterprises.

Value-chain gaps

Money this district loses today

Raw output sold cheap, value added elsewhere — each gap below is an opening for a local business.

Marine catch: raw fish → cleaned, dried & frozen value packs

Unverified
Raw 85%Processed 15%

Puri's coastal fisheries land marine fish that moves mostly raw to consolidators who clean, dry, freeze and capture the value elsewhere. In-district cleaning, hygienic drying and frozen value-pack lines command a strong multiple over raw landings and reach urban, tourist and export buyers. A small cold-chain and drying unit keeps the processing margin local instead of selling raw catch upstream.

Pattachitra & Pipili appliqué: raw craft → finished branded art & home textiles

Unverified
Raw 85%Processed 15%

Puri's Pattachitra painters and Pipili appliqué artisans sell work cheaply to traders and temple-town shops that capture the retail value elsewhere. Finished, framed and design-licensed Pattachitra art and Pipili home-furnishing ranges sold under a heritage label command several times the wholesale price. With the district's huge pilgrim and tourist footfall, direct branding and online retail let artisans keep far more value.

Growth signal

Demand for authentic Indian folk-art and craft home textiles is growing in urban and gifting markets.
