NABARD pegs Gomati district's total lendable priority-sector potential for 2023-24 at about ₹930.70 crore. Farming and allied activities make up the bulk — roughly ₹522.75 crore (about 57%) — while small businesses (MSME) account for ₹288.08 crore (about 31%), split into ₹174.33 crore of investment loans and ₹113.75 crore of working capital.

The single biggest opportunity is crop credit at ₹424.52 crore, built on paddy, rubber, pineapple, seasonal vegetables, pulses and oilseeds. Among allied lines, fisheries leads with ₹15.99 crore and is the district's most popular activity (46 fishery cooperatives), followed by poultry and duckery at ₹10.77 crore and pig, sheep and goat rearing at ₹7.33 crore. Dairy has taken off around an FPO at Bagma that runs an assured milk route feeding a processor in Agartala. Plantation and horticulture (with sericulture) offers ₹25.52 crore. On the non-farm side, handloom and handicrafts are the standout cluster, and the temple town of Udaipur (Mata Tripura Sundari) adds tourism demand.

The plan's own warnings: heavy monsoon dependence, tiny fragmented land holdings with pending mutation that block credit, missing cold storage and processing units, no regulated markets, weak feed and breeding support, and patchy power. Fixing these — plus federating SHGs into FPOs — is what NABARD says the credit targets hinge on.

What the plan promotes

  • Fisheries is the most popular allied activity of the district, with the highest term-credit potential among allied lines at ₹15.99 cr; the district has 46 fishery cooperative societies across its blocks.
  • Dairy has grown into a major economic activity after an assured milk route was opened via an FPO at Bagma; the BMC procures milk through twenty decentralised 100-litre solar hybrid milk freezers for supply to a private processing unit at Agartala.
  • Formation of Farmers Producer Organisations under the GOI 10,000-FPO Central Sector Scheme has been initiated, promoted along the 'One District One Product' line.
  • Post-harvest infrastructure — warehouses, silos, cold chains and supply-chain services — to be built through the Agriculture Infrastructure Fund as the highest priority for doubling farmer incomes.
  • Piggery, poultry and dairy carry huge potential given local food habits; thrust is on projects that create infrastructure supporting integrated farming.
  • Handloom and handicrafts are the flagged non-farm growth cluster, backed by MSME potential of ₹288.08 cr (₹174.33 cr investment + ₹113.75 cr working capital).

Gaps the plan names

  • Dependence on monsoon and traditional cultivation methods, with inadequate technical and fertiliser inputs and limited credit reach.
  • Lack of storage and processing units, absence of regulated markets and transportation bottlenecks that hold back post-harvest handling.
  • Fragmented, very small and un-mutated land holdings block marginal farmers' access to credit and slow KCC saturation.
  • Limited supply of improved breeds of cattle and pigs, shortage of concentrated feed and weak extension services for the allied sector.
  • Need for soil conservation, seed farms for quality seeds, cold storage, soil-testing labs and market yards to raise crop productivity.

Value-chain gaps

Money this district loses today

Raw output sold cheap, value added elsewhere — each gap below is an opening for a local business.

Matabari Pera: artisan sweet → branded GI packaged retail

Unverified
Raw 80%Processed 20%

The GI-tagged Matabari Pera is sold loose to pilgrims at the Tripura Sundari temple with little branding or shelf life. Hygienically packed, date-stamped, GI-labelled gift boxes with extended shelf life command a clear premium and can sell through e-commerce and city retail well beyond the temple gate. A small certified packing unit turns a temple snack into a sellable heritage product.

Rubber: raw sheet → crumb, latex goods & footwear

Unverified
Raw 85%Processed 15%

Gomati's rubber is tapped and sold mostly as raw or ribbed smoked sheet to out-of-state factories at commodity prices. Block/crumb rubber, latex-dipped products, footwear soles and moulded goods capture a much larger share of the finished value. A local crumb-rubber and goods unit would keep manufacturing margin in the district rather than exporting raw latex.
