MSME (Micro, Small & Medium Enterprises)

₹1,610 cr

Housing

₹463 cr

Term loans for agriculture & allied activities

₹168 cr

Education

₹165 cr

Srinagar's NABARD credit plan for 2023-24 sizes the district's realistic lending opportunity at about ₹2,825 crore. The plan is heavily tilted toward business rather than farming: micro, small and medium enterprises (MSME) alone account for ₹1,610 crore (about 57%), while all of agriculture and allied activities together come to ₹483 crore (about 17%). Housing (₹463 cr) and education (₹165 cr) round out the larger buckets.

On the industry side, the biggest openings sit in the district's five industrial estates — BAMK, Khunmoh, Zakura, Zainkote and Shalteng — and in Srinagar's famous handloom and handicraft trades: Pashmina and Kani shawl weaving, carpet making, namda embroidery and copper-ware. Term credit here splits into ₹1,342 cr of investment loans and ₹268 cr of working capital.

In farming, the standout is horticulture and sericulture at ₹104 crore — apple, pear, cherry, walnut and almond orchards over roughly 1,600 hectares — followed by food and agro-processing (₹81 cr), farm mechanisation (₹28 cr), and dairy, poultry and sheep-goat rearing. Tourism around Dal Lake, the Mughal Gardens and Hazratbal Shrine adds jobs.

The plan flags real hurdles: too few banking correspondents, missing farmer-group promoters, weak rural infrastructure, no crop-insurance cover, and a lending-to-deposit ratio of just 54% — below the national priority-sector benchmark.

What the plan promotes

  • MSME is the district's leading credit opportunity at ₹1610.38 cr (~57% of the plan), spread across industrial estates BAMK, Khunmoh, Zakura, Zainkote and Shalteng.
  • Plantation & horticulture (including sericulture) carries ₹103.60 cr of term-loan potential — apple, pear, apricot, peach, plum, cherry, grapes plus walnut and almond grown over ~1,597 ha.
  • Food and agro-processing offers ₹80.56 cr, anchored on the district's fresh-fruit and dry-fruit output.
  • Handloom cluster: Pashmina and Raffle weaving, Kani shawl weaving, cutting and tailoring.
  • Handicraft clusters of artisan and weaver societies for shawl/carpet making, namda embroidery and copper-ware.
  • Dairy development (₹16.44 cr), poultry farming (₹6.74 cr) and sheep/goat rearing (₹3.07 cr) are key allied income activities for farmers.

Gaps the plan names

  • Low spread of Business Correspondents (BCs) limiting last-mile banking outreach.
  • Lack of SHPI / JLGPI promoting institutions to organise farmers into groups.
  • Lack of rural infrastructure facilities and poor infrastructure and awareness generally.
  • Absence of crop insurance facilities leaving farmers exposed to production risk.
  • Lack of off-farm skills and facilities, plus lack of coordination among agencies.

Value-chain gaps

Money this district loses today

Raw output sold cheap, value added elsewhere — each gap below is an opening for a local business.

Hand-knotted carpets: raw weave → branded, certified luxury

Unverified
Raw 85%Processed 15%

Srinagar's silk and hand-knotted carpets are mostly sold by weavers to dealers and exporters at wholesale rates, leaving the GI premium and the retail brand margin to others. Origin-certified, design-led carpets sold under a Kashmir craft brand direct to luxury interiors and export buyers command a large multiple of the loom-gate price. The branding, certification and direct-market access are the missing links artisans don't capture.

Growth signal

Demand for authenticated handmade luxury rugs is growing in global premium-interiors markets.

Pashmina shawls: raw craft → GI-certified branded luxury

Unverified
Raw 85%Processed 15%

Srinagar's pashmina and papier-mache artisans largely sell to middlemen, with the finished-luxury and export margin captured downstream and the GI premium under-monetised. GI-certified, design-finished and brand-marketed pashmina shawls and papier-mache decor command several times the artisan rate in luxury and gifting channels. Capturing the finishing, certification and branding stages locally would sharply lift artisan earnings.
