NABARD's Potential Linked Credit Plan for Bengaluru (Urban) (2023-24) sizes the district's bankable opportunity at ₹1,10,274 crore — but the split is unlike any farm district. MSME and industry alone account for ₹83,050 crore (75%), while all of agriculture and allied activities together are just ₹9,250 crore (8%). This is the Silicon Valley of India: 91% urban, built on aerospace, aviation, automobile, IT and biotech manufacturing, so the headline opportunity is financing the city's vast base of micro and small enterprises, where the PLP asks banks to simplify lending procedures and even build dedicated rural industrial estates.

For an entrepreneur, three clusters stand out. First, food and agro processing (₹4,609 crore) — the largest single agriculture line, with 18,764 ha of fruit and the whole Bengaluru market on the doorstep. Second, protected-cultivation and organic vegetables and cut flowers — Yelahanka alone has 4,000 ha under vegetables across 3,000 farmers, flagged for new vegetable FPOs, and NABARD's Stall-in-Mall scheme helps growers sell directly in city malls. Third, farm mechanisation (₹1,306 crore) and dairy (₹147 crore), serving a peri-urban district with 31,327 tractors and 315 milk cooperatives.

The PLP's own complaints: groundwater is over-exploited, power supply is unreliable, and rainwater harvesting and lake revival (a ₹200-crore State grant covers 67 lakes) are needed to sustain farming. Storage, cold chain and digital market links are the missing infrastructure — and the credit is already sized for whoever builds them.

Gaps the plan names

  • Unreliable power supply — alternate sources of energy need to be explored by the State Government to ensure good-quality power supply to the district
  • Rainwater harvesting shortfall — water-supply shortage must be addressed through construction and maintenance of rainwater harvesting structures, tied to the lake-revival programme
