Term loans for agriculture & allied activities
₹1,715 cr
Crop production, maintenance & marketing
₹1,321 cr
Housing
₹778 cr
Jammu district's 2023-24 credit plan sizes up about Rs.6,057 crore of priority-sector lending potential. The two big buckets are MSME at Rs.2,918 crore (roughly 48% of the plan) and agriculture at Rs.1,980 crore (about 33%), with the rest in housing (Rs.778 cr), education (Rs.156 cr), social infrastructure (Rs.104 cr) and smaller lines.
Inside agriculture, ordinary crop loans for paddy, wheat, maize and pulses are the single largest item at Rs.1,321 crore. The standout allied opportunity is dairy (Rs.107 crore) - Jammu makes about 134,000 tonnes of milk a year, the most in J&K - followed by poultry (Rs.70 cr) and farm mechanisation (Rs.55 cr). Food and agro processing carries Rs.218 crore, a natural fit given the district's rice mills and milk supply.
On the non-farm side, Jammu has real industrial depth: 1,447 small-scale units and 10,531 MSME/artisan units employing 62,625 people, with industrial estates at Bari Brahmana, Digiana, Gangyal, Satwari and Akhnoor. Traditional trades include handloom (shawls, blankets), handicrafts and wood carving, while tourism around the Raghunath temple employs some 5,000 people.
The plan is blunt about what holds the district back: weak reach of government schemes, thin rural infrastructure, farmers who stay away from banks, patchy coordination between agencies, and a shortage of off-farm skills. A telling gap is the credit-deposit ratio of just 33.94% versus the 60% RBI benchmark - local deposits are simply not being lent back out. Fixes proposed are SHG/FPO promotion, skill drives and financial-literacy camps.
What the plan promotes
- Crop production dominates farm lending at Rs.1321.18cr - paddy, wheat, maize and pulses are the main food crops, with 90% of irrigation coming from canals/channels.
- Dairy is the flagship allied activity: Jammu ranks first in the UT with milk production of about 134000 MT, and dairy term credit potential is Rs.106.83cr.
- Poultry (Rs.70.47cr) and sheep/goat/piggery (Rs.11.97cr) rearing are important allied activities alongside silk-worm rearing and reeling.
- Food and agro processing carries Rs.218.00cr potential; the district is known for its rice mills, wire and furniture units.
- MSME is the biggest opportunity at Rs.2917.50cr - the district has 1447 registered small-scale industries and 10531 MSME/artisan units employing 62625 people, with industrial estates at Bari Brahmana, Digiana, Gangyal, Satwari, Akhnoor and Bir Pur.
- Handloom and handicraft: 13 handloom weaver units (shawl making, blanket weaving on hand-driven khaddis) plus 29 handicraft/handloom training centres; wood carving is a traditional GI-style craft of J&K.
Gaps the plan names
- Poor outreach of State and Central Government development programmes limits how much identified credit potential actually converts to ground-level credit.
- Lack of basic rural infrastructure facilities across the district.
- Apathy of farmers and rural people towards banks, plus lack of coordination among agencies.
- Lack of off-farm skills and facilities for rural industrial entrepreneurship.
- Very low credit-deposit ratio - only 33.94% as on 31 March 2022 against the RBI benchmark of 60% - meaning deposits are not being recycled into local lending.
